Uwe Ufer (born December 13, 1965 in Bergneustadt ) is the commercial director of Diakonie Michaelshoven in Cologne, which has around 2700 employees . Initially from 2000 to 2004 he was first alderman of the community of Morsbach, from October 10, 2004 to October 31, 2013 he was mayor of the castle town of Hückeswagen . Between 2007 and 2010 he was named “ CIO of the Year” three times as IT and communications manager for Computerwoche magazine for a successful nationwide pilot project with SAP . This pioneering role in administrative reforms in connection with the introduction of double-entry bookkeeping in municipalities on the basis of the new municipal financial management initially attracted attention in the national press in 2007, the Financial Times and the Handelsblatt reported on the "provincial activities". This was followed by further awards for the city of Hückeswagen as a result of the pilot project. Although the CDU wanted to nominate Köln Ufer as Lord Mayor of Cologne , this refused because the strategic goals were not in agreement.

Life

Ufer lives in Reichshof - Denklingen and is married. After graduating from high school in 1985, he studied at the University of Applied Sciences for Public Administration in Cologne. This was followed by further studies at the Ostwestfalen / Lippe Academy in Bielefeld, where he obtained the municipal diploma. From 1995 to 2000 he was treasurer and deputy municipal director in Reichshof. In 1999 he ran for the first time as full-time mayor of the Reichshof community; the election was lost, however. In 2000 he was elected the first alderman of the Morsbach community . After being elected as an alderman, Ufer began working as a lecturer at municipalities and educational institutions on the subject of public finance and NKF.

The non-party candidate prevailed on October 10, 2004 in a run-off election against the independent candidate Dietmar Persian with 55.7 percent of the votes (3,506 votes) and thus succeeded Norbert Jörgens, who no longer ran. In the first round of elections two weeks earlier on September 26, 2004, Vera Schmidt from the CDU Hückeswagen ran alongside Persian and Ufer, who received 20.3 percent of the vote and was unable to reach the runoff. When he was elected in 2004, Uwe Ufer was supported by a list from the SPD, FDP, UWG Hückeswagen and the Greens. In January 2008 he announced that he would run again in the next election on August 30, 2009. The CDU also supported him in this election. The result of the mayoral election in 2009: 6,216 yes votes (91.8 percent), 554 no votes (8.2 percent).

On April 30, 2013, he publicly announced that he would resign from office on October 31, 2013 in order to move to the Diakonisches Werk Michaelshoven in Cologne. He is still doing this today. At the beginning of 2015, he refused a nomination request from the CDU Cologne for the office of Lord Mayor in Cologne.

In retrospect, Ufer's term of office in Hückeswagen is considered to be a decisive era for the castle town with a major impact on the course of the municipal administrative reform history. Under his direction, the cameralistics was replaced by the Doppik (double commercial bookkeeping) in the municipal finances , after the state of North Rhine-Westphalia had created the new municipal financial management and he had participated in the amendment of the law in the corresponding state committee. The city was able to shed its long-standing image of a sleepy provincial nest due to the unusually high density of large events and civic initiatives in Hückeswagen. He suffered a first setback when the North Rhine-Westphalia Day planned for 2013 had to be canceled because the security requirements for the city were extensive after the Love Parade accident in Duisburg. Interest speculations with budget funds, the so-called SWAP transactions , also shaped the political discussions at the end of his term of office. The OLG and the Federal Court of Justice finally decided in July 2017 about the financial advice given to the municipal treasurers of West-LB and its negative effects. The decision, which was decisive for a large number of other comparable disputes, fell in favor of the cities and municipalities and ended with a comparison.

Personal awards

  • 2007, 2009 and 2010: CIO of the year , Computerwoche award for his position as head of IT and communications management for the city. Under his initiative and leadership, the city of Hückeswagen worked with SAP to develop a pilot module for municipalities that are switching from cameralistics to double-entry. Ufer received the awards specifically for his achievements in adapting the administrative structures to the software, for the successful pilot phase and for the resulting product of a digital citizen account with which citizens can process financial transactions (property tax B etc.) online.

As a result of the restructuring implemented by Ufer, the city of Hückeswagen received several awards between 2007 and 2013 and took part in the finals.
