Development , including development, encompasses the entirety of structural measures and legal regulations for the creation of the possible uses of one or more properties (property development). Due to the development effort (development costs), a development contribution is usually to be paid to the municipalities. The entirety of the measures in the private sector for development are referred to as property connection .

In terms of the legal regulations ( e.g. the building code ), the buildability of a plot of land (status as a building plot ) requires the presence of development facilities. For this purpose, so-called advance access is carried out. The development facilities will be completed before the start of the building construction work.

There is also often talk of the development of building land , since in this case the prerequisite for the development of a piece of land is fulfilled (secured development) and the expected building land is transformed into building land .

Development also includes making areas in undeveloped areas accessible, such as forest roads for the management of forest properties, field paths and delivery routes for agricultural properties, hiking trails and transport systems in alpine skiing and summer tourism, the alignment of railways and roads, the construction of airfields and similar.

A basic distinction can be made between internal and external development. In the case of an internal development, all of the above-mentioned facilities are located within the building area or the property, in the case of an external development outside the building area or the property. The internal development is followed by building development or fine development.

Furthermore, in DIN 276 (costing in building construction) the costs for the development are differentiated according to public development and non-public development .

Development systems

The entirety of all development facilities is referred to as the development system. The development facilities include:

  • Traffic development:
    • non-public (mostly private) facilities that serve the same purpose (private access road)
    • non-public (private) roads and paths, which, due to the most varied of regulations or circumstances, may not generally be used with vehicles or motor vehicles
    • public traffic facilities within the construction areas that cannot be used by motor vehicles for legal or factual reasons ( e.g. footpaths , residential paths )
    • public roads , paths and squares intended for cultivation (access road, also called access road)
    • Parking areas (access parking areas ) and green spaces (access green )
    • Collective roads within the construction areas, these are public roads, paths and squares that are not intended for cultivation themselves, but are necessary to develop the construction areas
