The ordinance of the Reich President for the Protection of the German People of February 4, 1933 , a few days after Adolf Hitler's appointment as German Chancellor, largely restricted the freedom of assembly and the freedom of the press and granted the Reich Interior Minister Wilhelm Frick , who was a member of the NSDAP , extensive powers .

The emergency ordinance issued by Reich President Paul von Hindenburg and countersigned by Reich Chancellor Hitler, Interior Minister Frick and Justice Minister Gürtner had already been planned by the Papen cabinet as a so-called "drawer ordinance " and served to combat political opponents in the beginning of the election campaign ( Reichstag election on March 5, 1933 ) the NSDAP. It was announced in the Reichsgesetzblatt on February 6, 1933 and came into force on February 7, 1933.

Further, the Nazi seizure of power was making sure end legal norms, the Reichstag Fire Decree ( "Reichstag Fire Decree") February 28, 1933, almost all fundamental rights abolished, and the Enabling Act of 24 March 1933 that the legislation from Parliament to the Government transferred.

The penal provisions enacted in Section IV were repealed in Control Council Act No. 55 of June 20, 1947.
