The Fourth Ordinance on exemptions from the provisions of the driving license regulation provides that notwithstanding the provisions of § 6 of the German driving license regulation , the license of the Class B also to drive motor vehicles with a gross vehicle weight of more than 3500 kg to 4250 kg entitled, provided the vehicles are electrically powered and used in goods transport and the driver has taken part in an additional vehicle instruction.

Holders of a driving instructor license of class BE, as well as vehicle manufacturers and fleet owners, are entitled to carry out the vehicle instruction , provided they have the instruction carried out by a person who has reached the age of 30 and has been in possession of class C1 for at least five years at the time of Instruction has not more than one point in the register of fitness to drive and has experience in driving class C1 electric vehicles.

As part of the instruction, which comprises at least five hours of instruction and includes a theoretical and a practical part, the participants should learn about the special driving characteristics of the vehicles due to the drive and weight, drive-related hazards, behavior in the event of malfunctions, energy-saving driving and charging of the batteries mediated. Participants will be issued with a certificate of attendance for attending the briefing, which they can use to apply to the competent authority for the code number 192 to be entered in the driver's license as proof of authorization.

The fourth ordinance on exemptions from the provisions of the driver's license ordinance was issued by the Federal Ministry of Transport and Digital Infrastructure . It came into force on December 31, 2014 and is limited to the end of December 31, 2019.
