Vorarlberg State Committee (1861-1918)

In the years 1861 to 1918, the executive body of the state of Vorarlberg in Austria-Hungary that carried out the independent state administration was designated as the Vorarlberg State Committee .

The Vorarlberg State Committee was created with the February patent , which was established as a constitution by Emperor Franz Joseph in 1861 . With this Vorarlberg received its own state parliament and the responsible state committee, which was subsequently also chaired by a state governor appointed by the emperor. The governor was both president of the state parliament and chairman of the state committee.

In terms of realpolitik, neither the state parliament nor the state committee were of great importance, as most of the laws applicable to Vorarlberg - even the majority of those enacted by the state parliament - were implemented by the district authorities as administrative institutions of the Austro-Hungarian Lieutenancy for Tyrol and Vorarlberg in Innsbruck . Only those limited areas that were ascribed to the autonomous state constitution by the constitution (e.g. agriculture, institutions endowed with state funds, state budget, community supervision, school system, transport and land reform) could be executed by the Vorarlberg state committee. So this had a comparatively small government power compared to the current Vorarlberg state government .

Members of the state committee were, on the one hand, the governor appointed by the emperor from among the members of the state parliament and initially four (from 1905 five and from 1909 six) other members who were elected by the state parliament. The substitutes for the members of the state committee elected by the state parliament were also appointed by the state parliament and could lead independent departments.
