The preparation of the award is part of the planning for the construction of buildings and in Germany, the sixth of nine in the fees for architects and engineers set (HOAI) phases .

The preparation of the award for buildings and interiors is defined in § 34 HOAI 2013 as the sixth service phase and described in more detail in Appendix 10 of the ordinance. It initially includes the preparation of an allocation schedule. The determination of quantities on the basis of the execution plans serves as the basis for drawing up service descriptions with service specifications according to service areas. The costs are determined on the basis of the specifications and the cost control is carried out through a comparison with the cost calculation. All work requires coordination of the departments involved in the planning. The compilation of the tender documents concludes the service phase.

The Higher Regional Court (OLG) Munich with its judgment of December 16, 2014 (AZ: 9 U 491/14) has expressly stated: The architect commissioned only with the service phases LP6 to LP8 has to fulfill his obligation to control costs as a basic service Before placing the order with the building contractor, let the building contractor inform them of the budget required by the building contractor.
