Draft planning

Design planning is the phase in a planning process in which a design is developed. The term is mainly used in Germany in the construction industry. In the service profiles of object and specialist planning of the HOAI according to § 34,39,43,47,51,55 , the draft planning is named as the 3rd of 9 service phases (LP 3). The aim of the draft planning is to develop a coherent and feasible planning concept that takes all project-specific problems into account, based on the preliminary planning . For projects that require approval, the draft planning forms the basis for the subsequent approval planning .

In contrast to “ drafting ”, the term “draft planning” is precisely defined. In Germany, the HOAI regulates which services are to be remunerated in the planning process. The draft as the result of the draft planning represents the finished planning concept with all specified components. The draft planning is based on the requirements planning of the client and therefore requires a detailed coordination process with him. In the HOAI, the level of detail, i.e. the requirements for presentation and planning depth, is not clearly defined. For example, in the description of the basic services in the technical equipment service profile , quote: "[...] Graphic representation of the design in an output scale agreed with the property planner with specification of the dimensions that determine the dimensions [...]"

Basic property planning services

Scope of services: Buildings and interiors

In the scope of services for buildings and interiors ( Section 34 ) , 15 percent of the fees for draft planning are assessed according to HOAI. The basic services are described in Appendix 10:

  • a) Elaboration of the draft planning, taking into account the essential relationships, requirements and conditions (e.g. urban development, design, functional, technical, economic, ecological, social, public law) on the basis of the preliminary planning and as a basis for the further service phases and the necessary public law approvals using the contributions of other parties involved in the planning. Drawings according to the type and size of the object in the required scope and level of detail, taking into account all technical requirements, for example for buildings on a scale of 1: 100, for example for interiors on a scale of 1:50 to 1:20
  • b) Provision of the work results as a basis for the other technical participants in the planning as well as the coordination and integration of their services
  • c) Description of the property
  • d) Negotiations on the eligibility for approval
  • e) Cost calculation according to DIN 276 and comparison with the cost estimate
  • f) Updating the schedule
  • g) Summarize, explain and document the results

Range of services: outdoor facilities

In performance image free systems ( § 39 ) are for the preliminary design of the fees according to HOAI rated 16 percent. The basic services are described in Appendix 11:

  • a) Elaboration of the draft planning on the basis of the preliminary planning with deepening, for example, the design, functional, economic, site, ecological, nature and species protection requirements, agreeing or coordinating with the integration of the contributions of other technical participants in the planning
  • b) Coordination of the planning with the bodies and authorities to be involved
  • c) Representation of the design, for example on a scale of 1: 500 to 1: 100, with the necessary information in particular
    • for planting,
    • on materials and equipment,
    • to measures based on legal requirements,
    • to the schedule
  • d) Description of the property with explanation of compensatory and replacement measures in accordance with the nature conservation law intervention regulation
  • e) Calculation of costs, for example in accordance with DIN 276 including the associated determination of quantities
  • f) Comparison of the cost calculation with the cost estimate
  • g) Summarizing, explaining and documenting the design planning results

Scope of services: engineering structures

In the scope of engineering structures ( Section 43 ) , 25 percent of the fees for draft planning are assessed according to HOAI. The basic services are described in Appendix 12:

  • a) Elaboration of the draft on the basis of the preliminary planning through graphic representation in the required scope and level of detail, taking into account all subject-specific requirements, provision of the work results as a basis for the other technical participants in the planning as well as integration and coordination of the specialist planning
  • b) Explanatory report using the contributions of other technical participants in the planning
  • c) subject-specific calculations with the exception of calculations from other service profiles
  • d) Determining and justifying the eligible costs, helping to draw up the financing plan and preparing applications for financing
  • e) Participation in explaining the preliminary draft to third parties on up to three dates, revising the preliminary draft based on concerns and suggestions
  • f) Agreeing with the authorities and other parties involved in the planning in advance about the eligibility for approval
  • g) Calculation of costs including the associated determination of quantities, comparison of the calculation of costs with the estimate of costs
  • h) Determination of the main construction phases, taking into account the traffic control and the maintenance of operations during the construction period
  • i) Construction time and cost plan
  • j) Summarize, explain and document the results

Scope of services: traffic facilities

In the scope of services for traffic facilities ( Section 47 ) , 25 percent of the fees for the draft planning are assessed according to HOAI. The basic services are described in Appendix 13:

  • a) Elaboration of the draft on the basis of the preliminary planning through graphic representation in the required scope and level of detail, taking into account all subject-specific requirements, providing the work results as a basis for the other technical participants in the planning, as well as integration and coordination of the specialist planning
  • b) Explanatory report using the contributions of other technical participants in the planning
  • c) Subject-specific calculations with the exception of calculations from other service profiles
  • d) Determining the eligible costs, helping to draw up the financing plan and preparing the applications for financing
  • e) Participation in explaining the preliminary draft to third parties on up to three dates, revising the preliminary draft based on concerns and suggestions
  • f) Agreeing with the authorities and other parties involved in the planning in advance about the eligibility for approval
  • g) Calculation of costs including the associated determination of quantities, comparison of the calculation of costs with the estimate of costs
  • h) Rough definition of the dimensions of engineering structures
  • i) Determination of the noise emissions from the traffic system according to table values; Determination of the necessary noise protection measures on the traffic system, if necessary including the incorporation of the results of detailed acoustical investigations and determination of the need for noise protection measures on affected buildings
  • j) Calculation of the property
  • k) Explain the effects on constraint points
  • l) Proof of clearance profiles
  • m) Determination of the main construction phases, taking into account the traffic control and the maintenance of operations during the construction period
  • n) Construction time and cost plan
  • o) Summarize, explain and document the results
