Wilfried Schreiber (military economist)

Wilfried Schreiber (* 1937 in Dresden ) is a German economist, philosopher, peace researcher and former colonel in the National People's Army .

He was an economics professor at the military political college "Wilhelm Pieck" of the NVA of the GDR in Berlin-Grünau and before that a university lecturer at the officers college of the air forces / air defense "Franz Mehring" in Kamenz . Schreiber is a Senior Research Fellow at the WeltTrends Institute for International Politics, Potsdam.

Life

Origin and education

Wilfried Schreiber was born in Dresden in 1937. After graduating from high school (1955), he voluntarily joined the Barracked People's Police (KVP) in the GDR. At the beginning of 1956 he was accepted into the National People's Army (NVA) of the GDR and in 1959 was appointed first officer.

career

In December 1960 he began his troop service in the Command of the Air Force / Air Defense (LSK / LV) of the GDR, where he was active at all management levels. From 1963 to 1968, Schreiber completed a distance learning course at the “Karl Marx University” in Leipzig, which he completed as a certified teacher.

Schreiber received his first academic title Doctor of Philosophy (Dr. phil.) In 1975 . In the same year he began his academic and university teaching career at the officers' college of the LSK / LV "Franz Mehring" in Kamenz, which he continued from 1978 at the military political college "Wilhelm Pieck" of the NVA (MPHS) in Berlin-Grünau.

An external, non-scheduled Aspirant at the Military Academy "Friedrich Engels" in Dresden led in 1985 with the promotion B for Doctor of Economic Sciences (Dr. sc. Oec.). At the Military Political College, Schreiber was appointed to the Chair of Political Economy and Military Economics as a (university) lecturer (1987) and associate professor (1988).

Wilfried Schreiber was temporarily employed in the Bundeswehr in the course of establishing German unity and was released from his employment on December 31, 1990. From 1991 to 2002 he worked for a larger German consulting company.

Working in peace research and the peace movement

In the early 1980s, he began working on the editorial board of the foreign policy journal IPW -berichte and on the GDR Committee for European Security and Cooperation. Schreiber was a member of the Advisory Council for Space Issues of the GDR Peace Council and worked in the Space Section of the Presidium of URANIA in the GDR and in the Society for Space Research and Space Travel of the GDR (GWR) - as head of the working group "Military Aspects of Space Travel".

Wilfried Schreiber has been a participant in the German-German security policy dialogue between the SPD (West) and SED since 1987, in which Egon Bahr, with his ideas for a “pan-European system of common security” and the “demilitarization of security”, made important suggestions for peace research in the GDR brokered.

In 1988, Schreiber was appointed to the Scientific Council for Peace Research (WRF) at the Academy of Sciences of the GDR.

In 1989/90 he was a member of the commission for the elaboration of a new military doctrine of the GDR and in the drafting of the defense policy guidelines at the "round table" at the defense minister of the GDR.

Schreiber has been working in the Darmstadt Signal Working Group (AkDS) and Support Group (FöK DS) since 1990 .

He works in the Association for International Politics and International Law. V. (VIP) as well as in the discussion group on peace and security policy of the Rosa-Luxemburg-Stiftung e. V. Schreiber was involved in numerous workshops (2002-2013) of the Military History Research Office of the Bundeswehr (MGFA) on the military history of the NVA and the alliance forces.

In 2002, Schreiber became a regular member of the Dresden Study Group on Security Policy . V. (DSS), was a board member (2005–2016) and published a large number of his own contributions for the DSS working papers .

Schreiber publishes on current peace and security policy problems in the foreign policy journal WeltTrends and has been appointed to its scientific advisory board as well as a Senior Research Fellow at the WeltTrends Institute for International Politics (IIP). He writes for Das Blättchen - a two-week publication for politics, art and business.
