William Kennard (* 1957 in Los Angeles , California ) is an American diplomat and former ambassador of the United States to the European Union .

Kennard was chairman of the Federal Communications Commission (FCC) from 1997 to 2001 . After Bill Clinton's change of government to George W. Bush , he took on a senior position at the Carlyle Group , where he was responsible for media and telecommunications investments. EU ambassador

President Barack Obama nominated him in August 2009 to succeed Kristen Silverberg as EU ambassador; in November 2009 his nomination was confirmed by the US Senate .

Kennard appeared in public through his efforts to soften the planned General Data Protection Regulation of the European Union. For example, he tried to dispel concerns about the careless handling of the data collected from European Internet users in the USA, including by the security authorities, and on December 4, 2012 demanded that MEPs drop key requirements of the General Data Protection Regulation: the duty of consumers to ask for their express consent before collecting data and the obligation to delete all data of a consumer if he so wishes.

Kennard's term ended in July 2013; he was succeeded by Anthony Luzzatto Gardner . Since 1 January 2015 he is a member of the Board of Directors at Ford . He had previously served on AT & T's governing body.
