The Sohl wind farm is a planned wind farm near Sohl near Bad Laasphe in the Siegen-Wittgenstein district . It will later have seven Vestas V112 wind turbines, with ten wind turbines originally planned. In mathematical terms, around 13,000 households could be supplied with electrical energy through the park. Each turbine should have an installed capacity of 3.3 megawatts , which means that the wind farm should have an installed capacity of 23.1 megawatts. Juwi AG is responsible for planning and building the wind farm . The areas are owned by private owners as well as the state enterprise forest and wood NRW . It should be the first wind farm to be built on forest areas in the state of North Rhine-Westphalia.

The project was presented to the public for the first time in 2011. The building application according to the Federal Immission Control Act was submitted on July 31, 2013. In March 2014, the permit to build the wind farm was granted. The wind farm should go into operation in autumn of the same year.

Opponents of the project filed a judicial objection against the construction of the facilities. This led to a construction freeze. The district of Siegen-Wittgenstein later canceled this. As a result of this compulsory break, the systems were no longer completed in 2014, contrary to planning.

In order not to be affected by the winter, construction work should continue in spring 2015. In May 2015, the “Nature Conservation Association” filed a lawsuit and an objection to the project. At the end of August 2015, the administrative court in Arnsberg confirmed the appeal of the Landesgemeinschaft Naturschutz und Umwelt (LNU) in an urgent procedure. This threatened to tip over the wind farm. So far only the foundations in the shell have been completed.

In January 2016, juwi announced that a new approval process had been initiated. The company announced at the end of April 2016 that it would soon be submitting new documents for an approval procedure. This includes an environmental impact study and a fauna-flora-habitat impact assessment. The aim is to meet the main demands of the objectors against the wind farm and to inform and involve the public. It also became known that the foundation reinforcement had been dismantled and used in another juwi project, as a newer version of the system type with a different foundation or higher generator power was to be used. This amounts to 3.3 MW instead of 3 megawatts. Construction should start in spring 2017.

In September 2016 it was announced that the documents would be submitted to the Siegen-Wittgenstein district as the approval authority by the end of 2016. Commissioning should then take place in 2018. The submission of the documents is delayed until March 31, 2017. The reason for this is the intensive coordination for a legally secure application. The result of an environmental impact assessment required by the licensing authority is now available. But even in January 2018 there was still no news from the approval process. Juwi has to improve the documents. The company is sticking to the location.

In April 2018 it became known that juwi had still not submitted any new approval documents, although this had been announced. Since the city is still working on the completion of the zoning plan, they will only submit the documents afterwards. [outdated]

Failed sale

The wind farm was to be sold to the Wuppertaler Stadtwerke as a complete package for EUR 46 million . The potential buyer withdrew the offer, assuming that the wind forecast had been set too high. This was received with disappointment by the Wuppertal Green Group.

The seven wind turbines are to be of the Vestas V112 type , which have a rotor diameter of 112 m, a hub height of 140 m and, as a result, a total height of 196 m. They each have an installed capacity of 3.3 MW.

The feed is to take place via a substation in Eibelshausen , from where the energy will be distributed via the E.ON network.

Resistance to the project

Land use for access

Resistance to the project was formed among the population under the citizens' initiative "Wind energy production, but sensible" (WEGAS). Criticism is directed against the short distance of around 90 meters between two wind turbines and a bird sanctuary. At this stand, the wind speed for meaningful operation is not given. The transmission oil also endangers the source of the oil . In general, impairments in the local recreation area are feared. The broad access routes and the large fallow land in the forest are also critical.

After resistance from the local population, seven of the ten plants originally planned were increased. The insufficient distance between three systems, which extended up to 550 meters from the residential buildings, was criticized. Therefore a postponement was suggested. Finally, the facilities that were very close to Sohl, and later the facility near the Ilsequelle, were deleted from the planning.
