Winfried Bottcher

Winfried Böttcher (born March 11, 1936 in Morbach ) is a German political scientist . Böttcher is a professor emeritus at the Institute for Political Science (IPW) at RWTH Aachen University in the field of international relations. He was director of the Klaus Mehnert Institute at the Kaliningrad State Technical University .

Life

After graduating from the Nikolaus-von-Kues-Gymnasium in Bernkastel-Kues in 1956, Böttcher studied mechanical engineering at RWTH Aachen University from 1958, which he took with the 1st state examination in 1963 in the subjects of production engineering, company organization and ergonomics and after completing his legal clerkship in 1965 finished the 2nd state examination. As early as 1963, Winfried Böttcher had started a second degree in the fields of modern history, economics and political science at RWTH. From 1965 to 1967 Böttcher studied and conducted research at the London School of Economics . He continued his studies from 1967 at RWTH Aachen University, where he became a scientific assistant to the chair holder, Klaus Mehnert .

In 1970, Böttcher completed his doctorate with the dissertation "The English image of Germany 1960–1966". From 1971 to 1973 Winfried Böttcher was the founding senator of the Fernuniversität Hagen . From 1970 Böttcher worked as an academic councilor and later as senior councilor at the Institute for Political Science at RWTH Aachen University. In 1973 he was appointed professor with a focus on international politics, peace politics and European politics.

Böttcher held numerous visiting professorships a. a. in Budapest, Gdansk, Kiev, Moscow, Plovdiv, Prague and Minsk. He is an honorary doctor of the Universities of Moscow and Kaliningrad and an honorary professor in Minsk.

Act

Winfried Böttcher is one of the leading German scientists on the subject of "Europe" at the interface between science and politics. The research and publication focus of Böttcher is on international relations, on East-West relations and in particular on European politics and related integration theories.

For Böttcher, the requirements of European integration are linked to the realization that the nation state must be overcome. It fulfilled its historical function. Böttcher advocates a political order “from below” based on the principle of subsidiarity with extensive regional autonomy. In Böttcher's research results, the main features for a sustainable Europe are differentiated in a model of a new federal system of the three levels “peoples, states and regions”.

Scientific institutes

In 1982 Böttcher founded the “Institute for European Politics” at RWTH Aachen University. From 1990 to 1996 he was first the founder and then head of the "Europa-Centrum-Maas-Rhein" (ECMR).

After his retirement at RWTH Aachen University, Winfried Böttcher founded the “Europa-Institut Klaus Mehnert” (EIKM) in 2005, which he headed from 2005 to 2015 as scientific director. The EIKM at the Kaliningrad State Technical University offered a one-year postgraduate European course. There were 30 places available, 18 for Russian and 12 for non-Russian citizens. It is the only postgraduate European course in Russia, also in German.

Private life

From 1969 to 1979 Winfried Böttcher was a member of the Aachen City Council for the SPD . Böttcher is a scientific advisor and board member of the European Association GPB (Eschweiler).

Winfried Böttcher is married and has one daughter.
