Xinmin ( Chinese  新民 市 , Pinyin Xīnmín Shì ) is an independent city that belongs to the administrative area of ​​the sub-provincial city of Shenyang in the Chinese province of Liaoning . In 1999 it had 674,813 inhabitants, and in 2010 around 696,000. The administrative area of ​​Xinmin City covers an area of ​​3,315 km².
