The privileges (special support) that the ethnic classification had brought with it were retained.

economy

The active development of the business location began in 2006 when the city government decided to create the new Shenbei District. After the large economic regions of Shenzhen and Pudong (Shanghai), Shenbei is now being actively promoted as a new economic zone by the government in Beijing with a program called “Revitalize North East China”. It is a national program that aims to establish new industries in an ecologically exemplary environment. The Shenyang City Government expects the Shenbei New District to have one million people and a fully developed economy in ten years or less.

According to the planners, the city district was developed according to modern ecological criteria and, in addition to economic areas, has numerous parks and recreational areas. These include the Liao He River and the Huishan Forests. 40 percent of the total area is green, another eight percent of the area is covered by water.

In recent years, an industrial cluster that is important for the economy has developed around Shenyang / Shenbei, which offers space for further companies to settle. So far, around 4,000 companies have their headquarters in the new Shenbei District.

Heavy industry, which has been present in the greater Shenyang area since 1920, has given way to software, automotive, and electrical industries in recent years. The seven cities of Fuxin, Tieling, Fushun, Liaoyang, Anshan, Benxi and Yingkou together with Shenyang and its new Shenbei district form the center of the new economic zone.
