Yusuf Pasha Franko (also Youssef Coussa , * 1855 in Istanbul , d. 1933 ) was an Ottoman statesman and cartoonist Greek - Catholic origin and one of the last foreign minister of the Ottoman Empire.

Yusuf Franko was born in Istanbul in 1855 as the son of Pasha Nasri Franco Coussa (Franko Kusa). He came from a Christian family and was of the Catholic faith, more precisely a member of the Melkite Church . He received his education in the Mutessarifat Cebel-i Lübnan (today's Lebanon ). He later worked in the Foreign Ministry (Hariciye nezâreti) of the Ottoman Empire. At the first Hague Peace Conference in 1899 he represented the Ottoman Empire as a delegate. In the Foreign Ministry he rose to the so-called Kalem-i Mahsus (modern Turkish: Özel Kalem Müdürü ) and received the status of vizier (vezir) . On June 8, 1907, he succeeded Władysław Czajkowski ( Muzaffer Pascha , son of Michał Czajkowski ) Governor General of the Mutessarifat Lebanonberg. According to the international treaty Règlement Organique , since the civil unrest of 1860 and the intervention of the international community , this office was withheld exclusively to Ottoman citizens of the Catholic faith. In December 1912, Yusuf Franko Pascha was replaced as governor of Mount Lebanon by the Armenian Ohannes Pascha (Ohannes Kouyoumdjian). On December 18, 1918, Yusuf Franko was Ottoman Post and Telegraph Minister and on February 24, 1919 Foreign Minister (Hariciye nazırı) , which he remained until March of that year. His successor as Foreign Minister was Damat Ferid Pasha .

Yusuf Franko Pascha was married to the daughter of a French banker and had two children. In addition to his work as a bureaucrat, he was also known as a cartoonist. His stepbrother Naum Pascha (Naoum Coussa) was also governor of Mount Lebanon from 1892 to 1902.
