The Vilâyet Istanbul ( Turkish İstanbul Vilayeti ) was a major province ( Vilâyet ) of the Ottoman Empire until 1922 . It was largely identical to today 's Istanbul province . As the seat of the Sultan, Istanbul traditionally stood outside the provincial administration of the Ottoman Empire and was only incorporated into it in the course of the Tanzimat reforms. After the introduction of the Vilâyetsordnung in 1864, the police minister was assigned the functions of Vali of Istanbul in 1869. After Istanbul's special rights had already been revoked by the Ottoman constitution of 1876, the Vilâyet Istanbul was formally established in 1909.

In 1914 - a year before the Armenian genocide and the ethnic cleansing against the Greeks - a total of 560,434 Muslims, 205,752 Greeks , 82,880 Armenians and 52,126 Jews were among the inhabitants of the province .
