The Zi-Praxis-Panel , abbreviated to ZiPP, is a representative repeat survey of over 7,000 resident doctors and psychotherapists on business data by the Central Institute for Statutory Health Insurance in Germany . Participation in the survey is voluntary and completely anonymous. The survey is designed in two ways so that the economic development in the practices can be traced over time: On the one hand, information on income and expenses is recorded in each survey wave, whereby the economic development can be described over a period of up to four years ; on the other hand, the practices in the Zi-Praxis panel are questioned repeatedly over a period of several years ( longitudinal study ).

Survey contents and publications

Information is collected on the structure of the practice, on staffing levels and on the tax income statement . The questionnaire is divided into two parts. Part A includes questions about the structure of the practice and staffing levels and is filled out by the participating doctor or psychotherapist. Part B of the questionnaire to be filled out by the tax advisor contains questions about the tax surplus calculation and investment activity. The participant details are supplemented by the Zi with information from billing data that is already available from the Association of Statutory Health Insurance Physicians, while maintaining anonymity. This applies, among other things, to information on billing areas, fee schedule items, treatment cases, service requirements and fees.

The data collected through the survey are evaluated together with the KV billing data. In this way, the relationship between cost structures and services provided can also be analyzed. The main results of the respective survey wave are published. These publications provide a basis for negotiations between the health insurance companies and the National Association of Statutory Health Insurance Physicians or the Association of Statutory Health Insurance Physicians.

Sampling and weighting

The statistical population consists of all practices of licensed contract physicians and contract psychotherapists with full licensing and assigned to relevant specialist groups in the Zi Practice Panel in the Federal Medical Register of the National Association of Statutory Health Insurance Physicians.

In order to enable a representative survey, the sample was stratified according to subject areas and regions. These regions are based on the district types of the Federal Institute for Building, Urban and Spatial Research , which were grouped according to the respective population density . The combination of 34 subject areas and 3 types of regions resulted in 102 groups. A simple random sample was drawn for these .

Form and purpose of the survey

The Central Institute for Statutory Health Insurance in Germany is the research facility of the Statutory Health Insurance Physicians and the National Association of Statutory Health Insurance Physicians and a foundation with legal capacity . The Zi carries out the survey within the scope of its statutory tasks from its own resources. The Zi sponsors need the information collected in the Zi-Praxis-Panel for their statutory tasks at the federal level for the calculation of fee schedule items and further development of the orientation value according to § 87 SGB ​​V as well as at the state level when agreeing the point value and, if necessary, of funding measures within the framework of the overall contracts according to § 87a SGB ​​V. Here, the development of the investment and operating costs relevant for contract doctor practices must be taken into account.

Advisory Boards

The Zi has appointed a scientific advisory board for the ZiPP to provide methodological and scientific advice . As a neutral institution, it contributes to the fact that scientific findings flow into professional work. In addition to their advisory work, the members of the Scientific Advisory Board use the ZIPP data bases for research projects as well as for publications by the Advisory Board or individual members. Members are Jörg Schlüchtermann (Chairman), University of Bayreuth ; Volker Amelung, Hannover Medical School ; Peter von der Lippe, Emeritus, University of Duisburg-Essen ; Jonas Schreyögg, Hamburg Center for Health Economics , University of Hamburg ; Eberhard Wille, Emeritus, University of Mannheim .

The board has appointed an advisory board to support the project team in technical issues. He advises on survey and analysis questions with regard to the types of expenditure and income relevant for medical practices in the various specialist groups and service areas, as well as the investments necessary for the operation of a medical practice. Another main task of the advisory board is the assessment of the data and analysis concept based on the criteria of completeness, practicability and transparency.
