It was founded in October 2010 by the Federal Ministry of Education and Research (BMBF) and the Standing Conference of the Ministers of Culture of the Länder in the Federal Republic of Germany (KMK).

The ZIB has three locations, at the TUM School of Education (Munich), the German Institute for International Educational Research (DIPF, Frankfurt am Main) and at the Leibniz Institute for Science and Mathematics Education (IPN, Kiel).

As a central task of the ZIB, the national project management of the PISA studies has been assumed since 2011, initially under the direction of Manfred Prenzel and currently by Kristina Reiss in Munich . The ZIB also focuses on research projects linked to PISA and application-oriented research. For example, the ZIB creates research syntheses based on meta-analyzes , which are intended to ensure the connection between scientific knowledge and school practice.
