The Zweckverband für die Nahverkehrsraum Leipzig (ZVNL) is one of five responsible bodies for local rail passenger transport in the Free State of Saxony .

The members of the association are the city of Leipzig and the districts of Northern Saxony and Leipzig . Around 1 million people live in the ZVNL area.

Since its foundation in 1998, the tasks of the ZVNL have been the planning, organization and financing of local rail passenger transport (SPNV) on the railway lines in its area of ​​responsibility. Previously, these tasks were performed by the state's own regional transport company in Saxony . The ZVNL carries out the corresponding award procedures for regional rail services and creates the local transport plan . Furthermore, he takes on the coordination with the neighboring public transport authorities and for the expansion of the infrastructure with DB Netz AG as the operator of the infrastructure.

In the network area, around 500 km of rail lines are served by around 100 traffic stations in local rail transport. Around 10.9 million train kilometers are made on the network every year. In contrast to the other authorities in Saxony, the ZVNL is not a tariff association, but it is a co-partner in the cross-border Central German Transport Association . The most important network in the area of ​​the ZVNL has been the S-Bahn Mitteldeutschland with the Leipzig City Tunnel since December 2013 .
