  • The federal motorway 143 (abbreviation: BAB 143 ) - short form: Autobahn 143 (abbreviation: A 143 ) - is to serve as the western bypass of Halle and connect the A 14 in the north with the A 38 in the south. The A 143 would be part of the so-called Central German Loop . To the west of Halle near Brachwitz and Salzmünde , the construction of the route has been prohibited due to violations of nature conservation law. A new planning approval decision was presented in April 2018 and heard in court in spring 2019. The start of construction for this section was on December 3, 2019, the completion of this section and the motorway is planned for 2025.

    Construction project

    After the fall of the Berlin Wall , the A 143 was designated as one of the German Unity transport projects. In the Federal Transport Infrastructure Plan 1992 , the motorway was classified as an urgent need.

    A new four-lane building plus hard shoulder with a standard cross-section of 29.5 meters over the entire length is planned.

    Realization status

    The southern part between the Halle-Süd motorway triangle and the Halle-Neustadt junction has been released since 2003 (Halle-Süd triangle to Holleben junction) and 2004 (Holleben-AS Halle Neustadt in 2 sections); the northern part up to the AD Halle-Nord was initially prohibited after a complaint by NABU Halle before the Federal Administrative Court in Leipzig. On June 28, 2005, NABU Halle filed a lawsuit against the planned stretch of motorway that is to cross the Saale valley. The affected porphyry hill landscape is protected by European nature conservation law , in particular as a fauna and flora habitat .

    The Federal Administrative Court in Leipzig has banned on 17 January 2007 by a ruling of the continued construction of the A 143rd The planning approval decision of May 2005 for the planned western bypass of the city of Halle is illegal as it violates EU law on fauna-flora-habitat areas. The construction work on the western bypass has since stopped. The supplementary planning approval procedure was initiated in September 2009 and the associated planning approval documents were published in October 2009. The objection period ended on November 27, 2009. NABU Halle has lodged objections to the resumption of construction work.

    From September 26th to 29th, 2016, the state administrative office's public hearing took place in Bennstedt. After the objections raised there were largely rejected, a new planning approval decision was pending, which was published on April 16, 2018.

    The Saale Bridge near Salzmünde would be the most complicated structure with a length of 1175 m. The original budget was 80 million euros, which were initially estimated at 150 million euros and in 2010 at 240 million euros. The construction time for the 12 km would be around 5 to 6 years. The construction costs are currently estimated at 350 million euros, in 2010 it was still estimated at just under 240 million euros.

    The nature conservation association NABU Halle announced on May 24, 2018 that it would not go to court again, although it still rejects the motorway. The Saale Valley citizens' initiative and the Hallesche Auenwälder working group support the complaint brought by an entrepreneur against the current planning approval decision, with the aim of finally stopping construction before the Federal Administrative Court. The main proceedings against the planning approval decision were decided on June 12, 2019. The lawsuit was dismissed and the motorway can now be completed. Construction began on December 3, 2019. On July 7, 2020, it became known that the Saale Valley citizens' initiative wanted to file a complaint with the European Court of Justice, as the Federal Administrative Court's reasoning for the ruling is said to have failed.

    Criticism from environmentalists

    The lawsuit brought by residents' initiatives and the NABU Halle before the Federal Administrative Court focuses in particular on the porphyry hill landscape of Halle, which is severely threatened by the motorway, and the limestone slopes near Lieskau , which are under the special protection of the European Union . The animal species native there that are threatened by the motorway also include species that are on the red list . In addition to 25 species of dragonflies, there are also some very rare species of bees and butterflies, such as the furrow bee Halictus smaragdulus and the noble butterfly mountain witch .

    The NABU Halle and in the petition “Scientists and artists for the preservation of the lower Saale valley” proposed two alternatives instead of realizing the A 143, which would manage without damaging the FFH protected area in the “Lower Saale valley”. On the one hand, the federal highway 180 between Eisleben and Aschersleben could be expanded. Since this does not require a fragmentation of the landscape, the impact on the environment would be much less. The second suggested alternative is the construction of a southern bypass of federal highway 80 for Halle. Such a bypass road would enable the discussed demolition of the “Hochstraße” and divert the traffic around the city center, but cannot yet be financed by the city of Halle. With the money that is available for the A 143, a bypass road can be easily financed, according to NABU. This could run along the S-Bahn route in order to avoid the landscape being fragmented here as well. According to an expert opinion, the often called for relief of the city from car traffic could be achieved by "promoting the environmental network (public transport and non-motorized traffic) and above all by strengthening cycling".

    Another argument of the environmentalists is a traffic census in the city ​​of Halle from May 2009, according to which in Halle itself only a maximum of 5% of the traffic on the main thoroughfare B80 (elevated road) is accounted for by passers-through, in Kröllwitz 2.5% on the A 143 would evade. According to the traffic census, the majority of the traffic is generated as source traffic in the city itself. Inner-city traffic, however, cannot be shifted to a motorway away from the city. This means that the A 143 cannot make a major contribution to relieving traffic in the city of Halle. Nevertheless, since the beginning of the planning, the autobahn has been inflated as "the hoped-for savior for the city of Halle".

    In June 2011, following a first Easter march and a new planning approval procedure, the Saale Valley citizens' initiative was founded with the explicit goal of “protecting the natural and cultural landscape from being cut up by the motorway”.

    Position of the supporters

    The then Lord Mayor of Halle, Dagmar Szabados , handed over 5000 signatures to the state government in February 2012 for the further construction of the motorway. Among other things, the Saxony-Anhalt Crafts Day calls for the A 143 to be completed quickly, since without it further economic and ecological damage would result.

    Transport Minister Thomas Webel cites as arguments for the necessary further construction, among other things, the closure of the A 14 in June 2012, which resulted in traffic jams with a delay of hours for several days. Further points are the relief in the supra-regional traffic as well as the existential importance for the economy of the region. The current transports via the B 80 and the Saale crossing are sometimes associated with considerable detours, additional time and additional costs.

    The Saalekreis district administrator Frank Bannert sees the necessity of the western bypass not only for Halle, but also for the economy of the Saalekreis as well as the two chemical sites Schkopau and Leuna . According to Halle city spokesman Drago Bock, Halle suffers massively from through traffic.

    During the election campaign in Saxony-Anhalt in the spring of 2016, the CDU posted A 143 NOW - AGAINST THE FLOOD OF CLAIMS . The NABU Halle spoke of "slogans" that would be directed against him, although the NABU only made sure that "the existing laws are complied with".
