Emanuel Cleaver II (born October 26, 1944 in Waxahachie , Ellis County , Texas ) is an American Democratic Party politician and pastor of the United Methodist Church . Since 2005 he has represented Missouri's fifth congressional electoral district in the United States House of Representatives , which includes the city of Kansas City and the surrounding area. He was previously the first African American Mayor of Kansas City.

Family, education and work

Cleaver grew up on a public housing project in Wichita Falls , Texas. He studied at Murray State College , where he played American football and hoped for a professional career up to a knee injury. He continued his studies at the Prairie View Agricultural and Mechanical University , which he graduated in 1968 with a bachelor's degree in sociology. He then moved to Kansas City, where he founded the local section of the Southern Christian Leadership Conference and graduated from the Saint Paul School of Theology with a master's degree in 1974 . From 1969 to 2005 he was a priest at the Saint James United Methodist Church , whose congregation grew from 47 to over two thousand members. From 2000 to 2004 he made the radio show Under the Clock on KCUR Radio.

He has four children with his wife Dianne. You live in Kansas City. He is a freemason ; his lodge, Eureka Lodge No. 170 is constituted under the Prince Hall Grand Lodge .

Political career

From 1979 to 1991 he was a city councilor, then until 1999 as the successor to Richard L. Berkley for two terms as mayor of Kansas City. During his tenure, he achieved economic growth, infrastructure development and the organization of youth programs to curb crime. On June 25, 2000, one of the city's main streets was renamed Emanuel Cleaver II Boulevard . He then served intermittently as Special Advisor to Cities to Minister for Construction Andrew Cuomo in the Clinton Administration .

In 2004 Cleaver stood in the House of Representatives election and narrowly prevailed against his Republican rival Jeanne Patterson. Since January 3, 2005, he has been a member of the United States House of Representatives . He was always confirmed in the following elections, which take place every two years, and is or was a member of the Finance Committee of the House of Representatives. From 2011 to 2013, Cleaver was Barbara Lee's successor and chaired the Congressional Black Caucus , the association of African-American congressmen.

During the intra-party primary campaign for the 2008 presidential election , Cleaver supported Hillary Clinton instead of the African American Barack Obama , for which he was insulted as a traitor and " Uncle Tom ". Cleaver had known the Clintons since the 1980s when Bill Clinton was governor of Arkansas , and benefited from investment grants from the Clinton administration during his mayoralty. In the 2012 presidential election , Cleaver was one of the co-chairs of Obama's campaign who was impressed by Cleaver 's loyalty to Clinton. In the presidential election in 2016 , he supported Clinton, including a speech at the Democratic National Convention , the nominating convention for the presidential candidate.

On September 11, 2014, his Kansas City office was bombed and no one was injured. He himself was in Washington, DC at the time
