John Noell attended public schools in his home country. At the age of 17 he moved to Missouri, where he settled near Perryville , among other things to work in the milling business. After a subsequent law degree and his admission as a lawyer in 1843, he began to practice in Perryville in this profession. Between 1841 and 1850 he also served in the administration of the District Court in Perry County . At the same time he embarked on a political career as a member of the Democratic Party . Between 1851 and 1855 he was a member of the Missouri Senate .

In the congressional election of 1858 he was elected to the US House of Representatives in Washington, DC in the seventh constituency of Missouri , where he succeeded Samuel Caruthers on March 4, 1859 . After three re-elections, he could remain in Congress until his death on March 14, 1863 . From March 4, 1863 he represented the third district of his state for ten days until his death as the successor to William Augustus Hall . His time as a Congressman was determined by the events leading up to the Civil War and, from 1861, by the war itself. After a special election, Noell's mandate fell to the Democrat John Guier Scott . Noell's son Thomas , born in 1839, took on the same mandate as his father after Scott and served in the US House of Representatives from 1867 to 1869 until his death.
