The local elections in Turkey 2019 (Turkish 2019 Mahallî İdareler Genel Seçimleri ) took place on March 31, 2019 in all 81 provinces of Turkey . In addition to mayors and district mayors, city councils and provincial councils as well as the Muhtars were elected. The election result in Istanbul , where the CHP prevailed, was canceled by the election commission in May 2019 at the instigation of the AKP and MHP . The CHP won the redial again.

The result of the election was mainly shaped by the victories of the CHP in numerous large cities (both against the AKP and against the MHP) and the strong gains of the MHP in more rural areas and smaller cities.

This marked the 16th local elections in the history of the Republic of Turkey . The first formally democratic multi-party elections had taken place under the state founder Mustafa Kemal Pascha (Ataturk) with the local elections in 1930 . The previous 15th local election took place on March 30, 2014, with local elections scheduled to take place every five years.

As in the 2018 parliamentary election, several parties stood in alliances and in some cities and districts did not have their own candidates. On the one hand, the so-called People's Alliance of AKP and MHP , on the other hand, the alliance of the nation of CHP and İYİ together. On the side of the People's Alliance, the AKP refrained from candidates in Manisa , Adana and Mersin , among others , while the MHP in 27 of the 30 large cities (such as Istanbul , Ankara and Izmir ) did not have its own candidates. The cooperation of the alliance of the nation stipulated that the CHP should support the İYİ in Balıkesir , Trabzon and Denizli , while the İYİ would not put up its own candidates in the largest cities. Both alliances reached an agreement in a total of 51 cities and numerous circles.

Cancellation of the mayoral election in Istanbul

The winner of the election was Ekrem İmamoğlu (CHP), who was just ahead of former Prime Minister Binali Yıldırım (AKP) with around 24,000 votes . Although the AKP objected, the electoral authority declared İmamoğlu the winner. The first election of a CHP candidate after 25 years of AKP leadership was seen as a loss of face for President Recep Tayyip Erdoğan , who had been mayor from 1994 to 1998. At the request of the AKP and MHP, which filed an “extraordinary complaint”, the High Election Committee (YSK) canceled the election result on May 6, 2019 due to alleged irregularities. The date for this was announced on June 23, 2019. The re-election was won by Ekrem İmamoğlu of the CHP, but this time with a lead of over 800,000 votes, which is just over 54% of the vote.

National reactions

Istanbul mayor-elect Ekrem İmamoğlu spoke of treason and a sneaky decision. The election commission was threatened. He called on his followers not to lose hope. Istanbul citizens beat pots and pans with the windows open - as in 2013 during the Gezi Park protests against the Erdoğan government. Celebrities like Tarkan , Yılmaz Erdoğan , Cem Yılmaz and Gülben Ergen sympathized on Twitter with Imamoglu and against the decision of the High Election Commission. Shortly afterwards, singer Murat Boz İmamoğlu donated 100,000 Turkish Lira.

The AKP politician Ömer Çelik pointed out that of the members of the election commission seven had voted for and four against the repetition of the election; the result should be accepted. Fahrettin Altun, the President's communications director, rated their decision as a “victory for democracy”. Erdoğan's companion and predecessor as President Abdullah Gül compared the decision with his disappointment with a decision by the Constitutional Court in 2007, and Ahmet Davutoğlu , who succeeded Erdoğan as Prime Minister, described the decision as undermining fundamental values ​​and contradicting universal law .

In addition, almost all major Turkish airlines such as Anadolujet , AtlasGlobal , Onur Air , Pegasus Airlines and the partially state-owned Turkish Airlines announced that they would allow passengers to change bookings and cancel free of charge in order to be able to participate in the election.

The head of the High Electoral Committee, Sadi Güven, announced in a personal statement that he was voting against the cancellation, as in his opinion it could not be justified. The eleven members of the electoral authority voted seven to four in favor of repeating the election.

International reactions

For the European Union , Federica Mogherini and Johannes Hahn demanded : “The reason for this far-reaching decision, made in a highly politicized context, should immediately be made available to a public investigation.” Austria's Chancellor Sebastian Kurz once again called for negotiations with Turkey on a To stop the country joining the EU.
