Milby High School
Charles H. Milby High School is a public secondary school located at 1601 Broadway in Houston, Texas with a ZIP code of 77012. Milby, which serves grades 9 through 12, is a part of the Houston Independent School District.
Milby is located inside the 610 Loop in southeast Houston. Milby contains Houston ISD's Science Institute Magnet Program. As of 2008, the school's principal administrator is Richard Barajas.
History
Milby began its life in March 1926 as an all-White high school, replacing the former Harrisburg High School, which was located several blocks south of Milby. 13 teachers and 212 students formed Milby's initial population. The $180,000 United States dollar campus had and still has a Romanesque exterior. Since its opening Milby had various expansions and renovations.[1]
HISD desegregated in the 1970s.
In 1988, Milby High School's enrollment swelled over 3,000 people due to many Latino immigrants arriving in southeast Houston; Milby was mostly Hispanic by 1988 [2].
On November 14, 1991, 18-year old Francisco Contreras received four gunshot wounds in his feet and leg outside of the cafeteria at Milby. Police arrested a 16-year old "disturbed freshman."[3]
In the fall of 2000 Chávez High School opened to relieve Milby, and Milby's enrollment fell by 1,000 that year [2].
A petroleum academy will open in Milby in fall 2008.[4][5]
In 2007 Johns Hopkins University referred to Milby as a "dropout factory" where at least 40 percent of the entering freshman class does not make it to their senior year.[6]

Milby, during the 2007–2008 school year, had 2,156 students. [7]

- 6% were African-American
- 1% was Asian
- 2% was White
- No Native American students were enrolled during that year
81% of Milby students qualified for free or reduced lunch.
School uniform
Milby High School, as of 2006, has a school uniform policy.[8]
Uniforms consist of collared shirts and navy blue, khaki, capris, or skirts.
Shirts may be colored yellow, gold, white, or navy blue and may be tennis shirts, oxford shirts, or down-style collared shirts or blouses.
The Texas Education Agency specified that the parents and/or guardians of students zoned to a school with uniforms may apply for a waiver to opt out of the uniform policy so their children do not have to wear the uniform [9]; parents must specify "bona fide" reasons, such as religious reasons or philosophical objections.

Several neighborhoods inside and outside the 610 Loop, including Harrisburg, Pecan Park, Pecan Park Place, Mason Park, Manchester, Pineview Place, and most of Magnolia Park, are located in Milby's attendance zone.[10]
