The Austrian class lottery is a state-guaranteed game of chance with the highest chances of winning of all games of chance in Austria . From 250,000 tickets, 248,196 prizes will be played out.

history

January 1913 to December 1989

The (Austrian) class lottery was introduced in both halves of the Austro-Hungarian Empire with the “Law of January 3, 1913, concerning the repeal of the number lottery and the introduction of the class lottery” . With the associated ordinance of May 29, 1913 "[a] uf the very highest resolution of May 12, 1913", the kk Lotto-Gefälls-Direktion was entrusted with the implementation, the name of the authority being changed at the same time to kk General Directorate of the State Lottery . The total prize money was 22.268 million crowns , so the demand was correspondingly high. After the First World War , the class lottery was already run as the Austrian class lottery (the lottery tickets were printed on unused Danube state banknotes ). After Austria was annexed to the National Socialist German Reich, the class lottery became the German Reichslotterie on May 12, 1939 . After the Second World War, following the regaining of Austrian independence, the lottery became the Austrian Class Lottery again , with lots being played in 3 classes in the 41st class lottery at the beginning of 1946. The 42nd class lottery was increased to 5 classes.

In 1960, the execution of the class lottery was transferred to the Austrian gaming monopoly administration until the end of 1989 .

1986: Concessionaire for Austrian Lotteries

With an amendment to the Gambling Act of 1962, the games lotto, sports pool and additional game were introduced in Austria on September 1, 1986 . At the same time, the possibility was created for the implementation of these state games of chance to award a license to a corporation under the supervision of the Austrian gaming monopoly administration . For this purpose, the Austrian Lotto Toto Gesellschaft mbH was founded on July 2, 1986 after receiving the license . On October 3, 1991, the company was renamed Österreichische Lotterien Gesellschaft mbH .

For the time being, the class lottery remained anchored in the Austrian gaming monopoly administration and sales in the offices of the class lottery.

Since January 1990

With the new gaming law that came into force in January 1990, the legal basis was created to outsource the implementation of the class lottery as well as the letterless and number lottery games from the state monopoly administration and to assign them to a licensee. Since the beginning of the 130th lottery on May 1, 1990, the class lottery has been run by the Austrian Lotteries.

The class lottery tickets are sold in 10 branches of the class lottery, which have a sales network of more than 490 sales outlets. The printing in the case of "physical lots" takes place in the Austrian State Printing Office (§ 16 Abs. 11 GSpG). Since 2014, all branches have merged to form the Association of Branches of the Austrian Class Lottery. The association serves as a joint marketing and sales platform.

In 1999 the total winnings amounted to more than a billion schillings , the main hit was played with 50 million schillings.

construction

The Austrian class lottery is played in six game phases, the so-called classes, in one half-year (May and November). A class lottery is played twice a year . The participant determines the stake because you can buy half and tenth tickets in addition to whole class tickets. Most and highest winnings are drawn in 6th grade. A lottery lasts half a year, that's 6 classes. Each class lasts exactly 4 weeks. There are 4 drawings per class. One ticket corresponds to 24 drawings. The draws take place every Monday at the Austrian Lottery Society. All tickets play continuously from the 1st to the 6th grade and can win multiple times (with the exception of the lowest five / four / two / one hit categories on certain defined dates).

In contrast to other types of gambling, the class lottery has a winning plan in which the number and amount of winnings are determined in advance. The total prize money of 126 million euros is guaranteed by the game organizer, Austrian Lotteries, and carried out under state control.

Super great

With a one-time stake of 120 euros for a whole ticket, you can take part in the super class for six months, with 100,000 euros being played every day and 7 × 100,000 euros on the final drawing day.

Legal basis

Since January 1990

The legal basis is the Gambling Act (GSpG) of 1989, which came into force on January 1st, 1990. The class lottery is defined in § 10 :

"§ 10. The class lottery is a draw in which the game shares have chances of winning in several successive sections. The hits are determined by public draws. "

The conditions for the “transfer of certain lotteries” to a licensee are regulated in Sections 14 to 19 of the GSpG. Although, according to Section 16, the sale of the class lottery tickets remained at the offices of the class lottery (Paragraphs 12 and 13), the playing conditions of the games transferred to it are determined by the licensee and no longer by the state gaming monopoly administration (Paragraph 4) on the conditions of the playing conditions the class lottery).

1945 to December 1989

With the GSpG of 1989, the federal law of June 27, 1962 for the regulation of gambling (gambling law) was replaced in the most recent version of December 1989. In its Article II, Section B, the class lottery was anchored, in which in addition to the definition (§ 12) also "[the] game plan and [the] playing conditions" (§§ 13 to 15) were regulated:

"§ 12. The class lottery is a money lottery in which the game shares are distributed in the form of whole and partial tickets and the hits are determined by public draws in several successive sections (classes)."

“Branch of the class lottery.
§ 14. The distribution of the game shares (tickets) can be left to natural persons, partnerships under commercial law and legal persons with their domicile (seat) in Germany, who have to carry out this activity under the name "Office of the class lottery". "

Article II, Section C contained “[g] common provisions for number lottery and class lottery”. In particular, the rights and obligations between the lottery collectors and the offices of the class lotteries on the one hand and the federal government, represented by the Austrian Gaming Monopoly Administration , on the other side of the contract were regulated. The regulations on this were to be made within six months of the entry into force of the Gambling Act of June 27, 1962.

January 1913 to 1945

The federal law of June 27, 1962 regulating gambling (gambling law) replaced the earlier laws with its section 55. In relation to the class lottery these were in the numbers:

  • "2. the law of January 3, 1913, RGBl. No. 94, concerning the abolition of the number lottery and the introduction of the class lottery; "
  • "4. the Gambling Act, StGBl. No. 117/1945; as long as individual provisions of the aforementioned laws and ordinances have not been repealed earlier. "
