15 Penn Plaza (also Vornado Tower ) is a projected high-rise office building on Penn Plaza in New York City . The architect César Pelli is responsible for the planning of the skyscraper . The construction of the building has been postponed indefinitely.

The project was presented to the public for the first time in 2009. It planned to build a 365-meter-high office building in place of the Hotel Pennsylvania . In summer 2010 the target height was corrected to 370.6 meters; that would make the building just ten meters smaller than the Empire State Building and one of the tallest buildings in New York City . Shops and restaurants are to be located on the lower five floors, offices on 122,000 square meters above, and 430 apartments are planned. Completion was planned for 2015. In July 2010 the official permit for construction was given. However, this was controversial as the owners of the Empire State Building wanted to prevent 15 Penn Plaza from being built. They pointed out that the size of the new building would change Manhattan's skyline too much. The application for building permission was nevertheless approved by a passable majority in the New York City Council.

The project was put on hold in December 2011 by the owner Vornado Realty Trust , as the rental income expected due to the poor economic situation made the construction of the skyscraper appear unprofitable. Instead, it was planned to renovate the Hotel Pennsylvania.

On February 5, 2013, it was announced that Vornado intends to part with the project for an indefinite period of time and therefore prefers to renovate the hotel.

On August 6, 2014 rumors were confirmed that the tower should be built after all.
