ADEXA is a German trade union for employees and trainees in public pharmacies based in Hamburg .

As the sole party to the collective bargaining agreement of the Employers 'Association of German Pharmacies and the other employers' associations, it negotiates working conditions and salaries. All professional groups who work in public pharmacies are represented ( pharmacists , pharmaceutical-technical assistants , pharmaceutical-commercial employees , pharmaceutical engineers , etc.), as well as trainees, interns and pharmaceutical interns . In 2019, 160,588 people worked in pharmacies (52,876 pharmacists, of which 14,473 pharmacy managers, 1,641 pharmacists doing internships, 4,975 pharmacist assistants / pharmaceutical engineers, 68,277 pharmaceutical technical assistants, 32,819 pharmaceutical commercial employees). The proportion of women was 89.1%.

history

In 1949 the “collective bargaining association of German employed pharmacists” was founded. In 1954 it was dissolved and the Federal Association of Employees in Pharmacies (BVA) was founded as the immediate successor. In 2004 the BVA was renamed "ADEXA - The Pharmacy Union".

Goals and offers

The goals of ADEXA are to improve the working conditions of pharmacy employees and to secure jobs. This should be done through the conclusion of collective agreements with the relevant employers' associations and the safeguarding of claims through collective bargaining coverage .

In addition, the union provides legal advice and legal representation in labor law disputes for members and also informs the members about internal pharmacy policy, etc. a. through its own magazine, Spektrum . Information for trainees, students and prospective students is also provided.

Further training offers are predominantly focused on professional policy content. On January 1, 2011, ADEXA largely withdrew from the area of ​​purely pharmaceutical specialist events, which had been organized by ADEXA Wissenswerkstatt GmbH since the beginning of 2008.

Members can also take advantage of services such as tax advice (via cooperation partners).

Until the end of 2017, the union was divided into 17 regional groups with 17 voluntary state boards. As part of a general general meeting, it was decided to combine the regional groups into four regions in future.

The ADEXA Advisory Board consists of twelve members, three per region. The board is elected every five years by the assembly of delegates.

All members are assigned to one of the four ADEXA professional groups depending on their training. These are available for pharmacists , for pharmaceutical engineers and pharmacists assistants , for pharmaceutical technicians and pharmacy assistants and for pharmaceutical-business employees , pharmaceutical assistants and pharmacy technicians . The specialist groups represent the specific concerns of the individual professional groups .

The pharmacist specialist group also deals with the topic of branch management: Branch managers in pharmacies are employed managers and thus a link between employees and owners.

The “Schools & Universities”, “Press and Public Relations” and “Fairs and Events” departments are responsible for advising and organizing these special areas. The former Active Section no longer exists.

ADEXA's collective bargaining committee negotiates with employers' associations, prepares deals and votes on the conclusion or termination of collective agreements.

Since April 2016 there are four regional offices that are responsible for members in the following chamber districts:

  • North region: Lower Saxony, Bremen, Hamburg, Schleswig-Holstein and Mecklenburg-Western Pomerania
  • West region: North Rhine and Westphalia-Lippe
  • Middle & East region: Hesse, Thuringia, Saxony, Saxony-Anhalt, Berlin, Brandenburg
  • South region: Rhineland-Palatinate, Saarland, Baden-Württemberg, Bavaria

Six to twelve people per region are elected by ADEXA members as regional board members. Three of these representatives per region are sent to the nationwide advisory board. The term of office is three years. Regional boards and advisory boards, together with the regional offices, maintain contact with members, chambers, associations, schools and universities. They also organize various regional events.

A group of young members has been active at ADEXA since 2016, the JuMis. This represents the interests of young professionals and young members up to around 35 years of age.

Collective agreements: current development

According to the current collective agreement with the Employers' Association of German Pharmacies (ADA), salaries will rise by 1.9 percent from January 1, 2020 and by a further 1.5 percent from January 1, 2021. In addition, the collectively agreed vacation entitlement increases by one day to 34 days from January 1, 2020 (or 35 days for longer periods of employment). This collective agreement applies in all chamber districts except in North Rhine and Saxony.

A new collective wage agreement was concluded for the North Rhine Chamber District with effect from January 1, 2020.

There has been no collective wage agreement in the chamber district of Saxony since 1996. The pharmacy industry service adhoc reported at the end of 2017 of a rapprochement between employers and employees. Since 2019, ADEXA and the Saxon Employers' Association (SAV) have been negotiating a new collective agreement for Saxony.

There is also a federal framework collective agreement from 2015 for all chamber districts with the exception of Saxony (employers withdraw from the employers' association) and North Rhine (the framework collective agreement for North Rhine from January 1, 2011 applies here). Among other things, there is a right to a collectively agreed special payment and 34 days of vacation leave. Among other things, there is a maximum working time of 24 hours for emergency services and the right of all pharmaceutical staff to six days of educational leave in two years, even in countries where this is not legally stipulated.

Collective agreements: history

With the collective agreement with the ADA, all salaries rose by 3.0 percent as of September 1, 2018. This increase applied in all chamber districts except Saxony and North Rhine.

In mid-2015, the ADA and the union agreed on new emergency service payments (85 euros for the time from 10 p.m. to 8 a.m.). The regulation applied retrospectively from January 1, 2015.

As of January 1, 2016, salaries rose between 1.8 percent and 2.5 percent, depending on the occupational group and the professional year group. As of June 1, 2017, employees of public pharmacies received a salary increase of 2.5 percent.

With effect from July 1, 2013, the Employers' Association of German Pharmacies and ADEXA signed a new collective wage agreement with a two-year term for all chamber districts except North Rhine and Saxony. The changes: In the first year (July 1, 2013 to June 30, 2014), PTAs up to the 8th year of employment and PKA up to the 9th year of employment received 3.0 percent more. For PTA and PKA with more work experience, the salary increased by 2.8 percent. Pharmacists, pharmacist assistants, pharmaceutical engineers and pharmacy assistants also received 2.8 percent more. The training remuneration for pharmacists doing internships rose from 670 euros per month to 750 euros. For PTA interns, the monthly remuneration increased from 533 to 633 euros. PKA trainees received 633 euros instead of 533 euros in their first year of training. For trainees in the second year, the monthly remuneration rose from 604 to 684 euros, and in the third year from 664 to 724 euros. As of July 1, 2014, the collective wages for all occupational groups (excluding trainees) were increased by a further 1.5 percent.

On January 1, 2012, the employers' association of German pharmacies and the trade union introduced an employer-financed company pension scheme. An employer contribution based on working hours between 10 euros (for part-time employees up to ten hours per week and for PKA trainees) to 27.50 euros (for employees with more than 30 hours per week) was decided, as well as an employer contribution for a (voluntary) salary conversion by the employee of 20 percent of the converted amount.

Preservation of jobs

On October 19, 2016, the European Court of Justice ruled that foreign mail-order pharmacies do not have to adhere to the fixed price regulations applicable in Germany for prescription drugs. ADEXA fears the loss of jobs in public pharmacies, which is why the advisory board has advocated a resolution for a ban on the dispatch of prescription drugs. A strike is currently out of the question.

The union has proposed a reform of the training of pharmaceutical technicians . The job description is to be adapted to new requirements. In March 2015 there was a first round table. The extent to which the training period should be changed is the subject of a controversial discussion. At the meeting on March 17, 2016, the majority of all participants spoke out in favor of the two-year schooling and the one-year internship with accompanying lessons and a mandatory collective training allowance. Nevertheless, those responsible could not agree on how to proceed. On July 31, 2018, ADEXA and the Federal Association of Pharmaceutical-Technical Assistants will adopt a position paper with key points for the amendment. The document went to the health committee in the Bundestag. Ultimately, the school time was not extended; But there were various content adjustments.

ADEXA is a founding member of Employed Community Pharmacists in Europe . The union is also a member of the European Association of Pharmacy Technicians (EAPT), an association of European PTA unions and professional associations.
