After elementary school, Adolf Stobbe attended the Spandau Evangelical-Social Adult Education Center. He then worked in agriculture and worked as a farm worker until 1927. He was union secretary of the Christian Agricultural Workers' Union from 1928 to 1933. In 1933 he was arrested during the Nazi era . As a result, he hired himself as an employee of an insurance company from 1934 to 1939, after which he did military service. He became a prisoner of war, from which he was released again in 1945.

After the end of the war he became a secretary of the horticultural, agricultural and forestry union . From 1945 he took over the CDU chairmanship in the Uelzen district and a year later became a member of the Uelzen district council and finally also a member of the elected district council.

First elected to the state parliament in 1947 , he left the CDU parliamentary group in July 1950 and was initially non-attached until October. As a follower of Günther Gereke , he briefly joined the BHE faction, then, from November 1950, the faction of the Independents (FdU) and in March 1951 became a member of the DSP, for which he ran unsuccessfully in May 1951 . After Gereke's resignation from parliament, he took up his position in March 1952, initially again being non-attached until he finally became a member of the parliamentary group in mid-October 1955 and the SPD parliamentary group in February 1955.
