Agenda 2063
The Agenda 2063 is a strategic concept for the socio-economic transformation of the African continent by the year 2063. In contrast to many development plans for Africa, the approach originates from the African Union .
The agenda was proposed as a plan for the next 50 years at the 21st Assembly of the Union on May 26, 2013, 50 years after the founding of the Organization for African Unity , and on January 31, 2015 at the 24th Assembly of the Union in Addis Ababa said goodbye.
The stated goals of the agenda are the building of a functioning pan-African economy to eradicate poverty, political integration (through the establishment of a federal or confederal United Africa), its democratization , political independence from states outside Africa, the strengthening of security and peace, as well cultural identity and gender equality.
This includes the Lagos Plan of Action , the Abuja Agreement , the Minimum Integration Program , the Program for Infrastructural Development in Africa (PIDA), the Comprehensive Africa Agricultural Development Program (CAADP) and the New Partnership for Africa's Development (NEPAD) ).
Goals / initiatives of the agenda
The agenda includes 15 so-called showcase projects that are to be implemented using the best practice approach.
- A high-speed train network that connects all African capitals and commercial centers
- The formulation of a strategy to transform the African economy from a raw material supplier to one that actively uses its own resources
- The establishment of the African Free Trade Area (ACTFA)
- The introduction of the African Union passport and the lifting of the visa requirement for its holders within Africa
- End all wars and other violent conflicts in Africa by 2020
- The construction of a third Inga dam
- The creation of the African internal aviation market (SAATM)
- The establishment of an African business forum
- Established a number of financial institutions including an African Investment Bank (AIB) , a Pan-African Exchange, an African Monetary Fund and an African Central Bank
- A pan-African digital network
- Building an African space agency
- The establishment of an African, digital distance university (Pan African Virtual and E-University (PAVEU))
- Cyber security cooperation
- The creation of the Great African Museum , which preserves African cultural heritage and promotes Pan-Africanism
- The compilation of an encyclopedia about Africa ( Encyclopaedia Africana) for the preservation and communication of the history of Africa .
implementation
The African Continental Free Trade Area was set up by the agreement of the same name adopted in March 2018 and is to be operational from July 1, 2020.
The Pan-African Virtual and E-University (PAVEU) was founded as a digital branch of the Pan-African University and initially offers three courses.
Many of the projects have so far been held back due to insufficient funding, such as the high-speed train network, the space agency and the Inga dam.
The first report on the implementation of Agenda 2063 was presented on February 10, 2020 by the President of Ivory Coast, Alassane Ouattara .
