The Algemene Inlichtingen- en Veiligheidsdienst ( AIVD ; German  General Intelligence and Security Service ) is the Dutch domestic and foreign secret service . From 1949 to May 29, 2002 the name of the authority was the Binnenlandse Veiligheidsdienst ( BVD ; German  domestic security service ). The AIVD is subordinate to the Ministry of the Interior and is headed by General Director Erik Akerboom .

The headquarters of the service has been in Zoetermeer since the end of 2007 , previously it was in Leidschendam-Voorburg not far from The Hague . The military equivalent of the AIVD is the Militaire Inlichtingen- en Veiligheidsdienst (MIVD).

Statutory duties

The AIVD operates on the basis of the Law on Intelligence and Security Services from 2017 and has six statutory tasks, which are listed in accordance with the letters specified in Article 8 paragraph 2 of this law:

  • A task: carrying out investigations into organizations and persons who are seriously suspected of posing a threat to the democratic legal order , the security of the state or other serious state interests;
  • B task: the implementation of security checks for candidates for trustworthy functions (this task is regulated separately in another law);
  • C task: the promotion of security measures, including those for the protection of parts of the authorities and the economy that are of vital interest to the maintenance of social life;
  • D task: carrying out investigations into other countries;
  • E-task: the creation of threat and risk analyzes for people, services and objects in the country;
  • F-task: the provision of data, linked to various conditions, which the service knows about certain persons or institutions.

Departments

The service is divided into three directorates and a central staff.

Secret Service Information Directorate

The Secret Service Information Directorate ( Directie Inlichtingen ) carries out investigations and prepares analyzes based on information from the Operations Directorate. This directorate comprises various geographical and thematic “desks”.

Operations Directorate

The Operations Directorate ( Directie Operatiën ) carries out operational measures to support investigations on behalf of the Intelligence Information Directorate. This directorate is responsible for the Nationaal Bureauverbindingsbeveiliging (NBV) and the Joint Sigint Cyber ​​Unit (JSCU).

The Nationaal Bureauverbindingsbeveiliging (NBV) is responsible for the security of sensitive and secret information from the authorities.

Directorate for Safety Investigations & Operations Management

The Security Investigation & Management Directorate ( Directie Veiligheidsonderzoeken & Bedrijfsvoering ) is responsible for security investigations , internal products and services, and information management.

The AIVD is controlled by the Dutch Parliament through the Commission of the Intelligence and Security Services ( Commissie voor de Inlichtingen- en Veiligheidsdiensten , CIVD). Only the parliamentary group chairmen in the Second Chamber can become members of this commission.

In addition to the Parliament's Control Commission, there is the Control Commission of the Intelligence and Security Services ( Commissie van Toezicht op de Inlichtingen- en Veiligheidsdiensten , CTIVD), which as an independent and non-political body controls the legality of the AIVD's work.
