Political career

Mikhail Gorbachev promoted Lukyanov's rise to the center of power. From April 23, 1985 to 1988 he was head of department and from July 1987 secretary of the Central Committee of the CPSU , and he headed the general department - i.e. the cadre department - of the Central Committee . From 1988 to 1990 he was First Deputy Chairman of the Presidium of the Supreme Soviet , that is, Deputy of Gorbachev in the office of Head of State. At the same time, he was also a candidate for the Politburo from September 30, 1988 to July 14, 1990 , i.e. a candidate in the highest political body of the CPSU. After the new office of President of the Soviet Union was established and Gorbachev took over this office, Lukyanov was then chairman of the Supreme Soviet from March 15, 1990 to August 28, 1991 . Until the beginning of 1991 he supported the political course taken by Gorbachev of the concepts of glasnost (openness) and perestroika (restructuring) for party and state. It was not until the session of the Supreme Soviet under the leadership of Lukyanov on June 17, 1991 that he and Prime Minister Valentin Pavlov tried unsuccessfully to weaken Gorbachev's position.

The August coup

The attempt by the coup plotters to get Gorbachev to resign failed. After three days the coup was over, in which Boris Yeltsin in particular emerged as the main figure of the resistance. As a result of the conspiracy, Gorbachev's power waned, the CPSU was banned from the RSFSR , and in late 1991 the collapse of the Soviet Union was sealed. Lukyanov admitted later: "This adventure was a conspiracy and an absolutely illegal act ... I have constantly pointed out the illegality of the act of the coup."
