António Mascarenhas Monteiro (born February 16, 1944 in Santa Catarina , Santiago , † September 16, 2016 ) was a Cape Verdean politician. From March 22, 1991 to March 22, 2001 he was President of Cape Verde .

After finishing school, Monteiro went to Belgium to study law at the Catholic University of Leuven .

Between 1977 and 1980 he was Secretary General of the National Assembly. In 1980 he was appointed President of the Cape Verde Supreme Court.

After the introduction of a multi-party system in 1990, Monteiro announced his candidacy for the presidency. With the support of the Movement for Democracy (MpD), he was elected with an overwhelming majority on February 17, 1991 and took office on March 22, 1991. After two terms in office, Monteiro handed over the presidency to Pedro Pires and served as the country's foreign minister until 2006.

On September 20, 2006, Monteiro accepted his appointment as UN Secretary General Kofi Annan's special envoy for East Timor . Monteiro was to take over the management of UNMIT from Sukehiro Hasegawa , whose term of office was ending; but on September 25, Monteiro turned down the post on the grounds that some conflicting parties had concerns about him.
