The siege of Cailaco in 1726

António Moniz de Macedo was a Portuguese colonial administrator.

From 1725 to 1728 and from 1734 to 1741 he was governor of Portuguese Timor .

In 1725 the Cailaco Rebellion broke out with all its might when the Liurai of Lolotoe refused to pay his fintas (tribute payments) and the Portuguese collectors found it difficult to flee to Batugade . Under the leadership of Camenaça , churches were destroyed and missionaries and converted Timorese were murdered. The newly arrived Macedo tried to negotiate with the rebels, but then dispatched troops to Cailaco in 1726 , which was regarded as the headquarters of the rebels. The Portuguese besieged Cailaco for 40 days, but then had to give up, also due to heavy rain. After that Macedo was besieged for a longer period of time by the Topasse under Francisco da Hornay II in the colonial capital of Lifau . After all, some rebellious Liurais gave up on January 13, 1727 and signed an alliance with the Portuguese. They also agreed to pay the Fintas again.

When Macedo arrived in Lifau for his second term in 1734, he was greeted surprisingly friendly by the leader of the Topasse Gaspar da Costa . For a time the relationship between the Portuguese and Topasse improved. On July 10, 1737, Macedo first laid down a regulation on the collection of Fintas in writing. Until then, the levies were levied rather arbitrarily and in some cases the income did not even cover the costs of collection. The idea of a poll tax was initially abandoned and only taken up and implemented again at the beginning of the 20th century.
