Liebe was the son of the landowner Karl Anton Liebe Edler von Kreutzner (1871–1954) and Clothilde Vicomtesse de Forestier (1880–1962). He attended elementary school and the state grammar school in Merano, then the Jesuit grammar school " Stella Matutina " in Feldkirch ( Vorarlberg ). He completed his studies at the Technical University of Vienna with the 2nd state examination, then briefly practiced with Clemens Holzmeister and worked for architect H. Goldschmid from 1929–32. In 1925 he joined the Catholic student union WKSt.V. Unitas crusaders . In 1932, Liebe opened an architecture office together with Ludwig Stigler . However, Stigler left as early as 1934, and Liebe, civil engineer since 1934, entered into a loose collaboration with Kurt Klaudy and Georg Lippert . In 1941, the love couple fled to Argentina , where he worked as an architect for the Emil Fogeler, Posadas , Misiones construction company from 1941 to 1947, and from 1948 onwards he formed a joint venture with the Mazzanti and Victorino Mutinelli brothers. In 1956, Liebe returned to Austria and reopened his own architecture office in Vienna.

His son is also an architect and one of his daughters works as an interior designer.

The best known work in Austria was the alpine lido of the Hotel Panhans am Semmering (Lower Austria) , created in collaboration with Ludwig Stigler, but which was demolished in the 1980s. In Posadas, Liebe built churches, schools and administrative buildings, some in the modern style, but the church of San Antonio Obera in Misiones, at the request of the client, in the neo-Gothic style .
