Aparicio Méndez
Aparicio Méndez Manfredini (born August 24, 1904 in Rivera , Uruguay , † June 26, 1988 in Montevideo ) was a Uruguayan politician and president of his country from 1976 to 1981. He was a member of the Partido Nacional , which represents the interests of the rural regions, from which Méndez himself came.
Life
Méndez studied law at the Universidad de la República and was an expert in administrative law and from April 13, 1961 to June 16, 1964 Minister of Health of his country.
After the military coup, Méndez was one of the civilian members of the Consejo de Estado and was elected president in 1976. One of the first official acts of his government was the revocation of the civil rights of all persons who were involved in the political events between 1966 and 1973. The number of political prisoners in 1976 was around 6,000.
A draft for a new constitution was rejected on November 30, 1980 by 57.2% of the electorate. In September 1981 General Gregorio Álvarez Armelino , who was considered to be moderate, succeeded him as President.
