The world is on the brink. The increased pressure inside the earth has led to devastating earthquakes and catastrophes worldwide. Even Los Angeles in California has been hit hard. Quakes have shaken the City of Angels to the core and destroyed numerous buildings, many are damaged, gas is pouring out everywhere and leaving explosive mixtures in the air. Calvin Hopkins actually wanted to propose to his girlfriend Ashley that day, but now the earthquake has forced him to rescue her from a buried basement where she and two work colleagues could take refuge after the tremors.

Other groups of people are also affected, so a group of convicts manage to use the cold-blooded killer Carlos, the chaos and general confusion as an opportunity to escape. Lieutenant Grisham and Calvin Hopkins meet during a patrol trip to rescue the last survivors from the death zone and to look for the escaped prisoners. Hopkins saves the lieutenant's life in an unforeseen encounter with some of the convicts. He wants to return to the base according to the orders of his superior, but Hopkins goes in search of his girlfriend. On the way to the office building where Ashley has taken shelter in the basement, Hopkins meets the police officer Jennifer Mendez, who is looking for the killer Carlos, her father, who has her mother and many other people on his conscience. Together they reach the damaged building where Ashley worked. Through a dying convict in front of the entrance, who was fatally wounded on behalf of Carlos, they learn that other convicts have taken Hopkin's girlfriend and two other people hostage , who are supposed to be used to put the military under pressure and to help the convicts help a helicopter to escape to Mexico.
