Johan Arthur Castrén (born June 10, 1866 in Turtola , † June 29, 1946 in Pietarsaari ) was a Finnish politician of the Young Finnish Party NSP (Nuorsuomalainen Puolue) , who was Finland's interior minister between 1917 and 1918 .

Life

Castrén was the son of pastor Johan Robert Castrén and his wife Ida Maria Susanna Taucher and younger brother of the politician Kaarlo Castrén , who was Prime Minister from April 17 to August 15, 1919 . After attending school in 1884, he himself began studying law , which he completed in 1888 with a bachelor's degree. In 1891 he passed the assessor examination (Varatuomari) . He then worked as a lawyer and acted as acting mayor of Oulu between 1893 and 1896 . After he was briefly Secretary of the Magistrate and Notary of Oulu in 1896, he served as Mayor of Oulu between 1896 and 1908. He was also a member of the Swedish Estates Congress between 1904 and 1906 . In 1908 he was again mayor of Oulu and held this office for ten years until 1918.

In the parliamentary elections on May 1 and 3, 1909 , Castrén was elected a member of the Reichstag for the Young Finnish Party NSP (Nuorsuomalainen Puolue) and represented the constituency of Oulu until February 5, 1913 . On November 27, 1917, he was appointed Interior Senator in the Svinhufvud I cabinet , the first government in the history of Finland . He also held this office in the Paasikivi I cabinet from May 27, 1918 to November 27, 1918 .

In 1922 Castrén became mayor of Helsinki and held this position until he was replaced by Antti Tulenheimo in 1930. He was then vice-mayor between 1931 and 1936. He was married to Sigrid Ellen Maria Schauman since 1904. He was a cousin of Jalmar Castrén , who was Senator for Transport and Public Works between 1917 and 1918 and Minister for Transport and Public Works from 1928 to 1929.
