The regulation for securing level crossings on non-federally owned railways ( BÜV NE ) is a regulation for the planning and execution of level crossings in Germany. The VDV created with this document a provision on planning principles and requirements of an ultimate assurance of a railway crossing on routes outside the DB .

The BÜV-NE is valid for level crossings on German lines operated by non-federal railways that are not classified as a main line in accordance with Section 1 (2) EBO .

The BÜV-NE is one of the recognized rules of technology in the railway sector in Germany and forms the counterpart to Ril 815, planning and maintaining level crossings, in the DB's structural regulations. The BÜV-NE was specially designed to meet the requirements of works, port and branch lines. Since the operating conditions and procedures are different from those of the main lines . Planning specifications

The BÜV-NE makes specifications for the classification of the necessary security at level crossings based on the traffic volume to be determined. The regulation regulates u. a. also the structural dimensions of the system, such as the intersection angle of the road to the rail or sight lines.

Structural standards

The BÜV-NE contains sketches, dimensions and tables for the structural design of a level crossing. These specifications include e.g. B. the dimensions of the barrier drives and the attachment of guardrails to protect the safety devices.

The BÜV-NE defines the appearance of the security schemes such as B. Barriers, light signals and St. Andrew's cross and indicates the corresponding locations of the installation.

Safety regulations

The BÜV-NE specifies the safety functionalities of technically secured level crossings . These requirements are not as extensive as they are made by e.g. B. DB's specifications are required. It specifies e.g. B. no optimized activation . So-called switching cases are specified. These are functionalities of the system control in order to be able to carry out certain operating procedures, such as maneuvering in a siding in the area of ​​the level crossing. Without a corresponding switching case for such situations, the level crossing safety system (BÜSA) would accept errors in normal operation and output a fault.

Operational guidelines

The BÜV-NE also specifies requirements for operational processes for security by guards or train personnel especially for level crossings that are not technically secured.

Acceptance and application

In the branch line area, the BÜV-NE is accepted as a basis for planning and execution by all responsible German supervisory authorities. For example, For example, the Lower Saxony Higher Administrative Court states that the EBO and BÜV-NE are sufficient to assess the requirements for securing a level crossing .

Some manufacturers offer special level crossing safety systems for the version according to BÜV-NE (e.g. BUEP). Other manufacturers use scalable level crossing safety systems that can be configured for the BÜV-NE area as well as for main lines (e.g. DB) (e.g. BUES2000 / RBUEP).
