Citizens' Forum (Berlin)

The Citizens' Forum is a public space in Berlin's government district . As part of the band of the federal government , a building complex of the same name was originally intended to be erected there along with its other structures and to complete them. In the meantime there have been repeated attempts to get construction going. Implementation of the original concept is no longer pursued.

The location for the Citizens' Forum is in the center of the Spreebogen opposite the Humboldthafen , between the Chancellery and the Paul-Löbe-Haus right next to the Swiss Embassy . It is located in the Tiergarten district and is bordered by Otto-von-Bismarck-Allee to the north and Paul-Löbe-Allee to the south and crossed by Heinrich-von-Gagern-Straße .

The draft by the Berlin architects Axel Schultes and Charlotte Frank for the Federal Band provided for an urban connection between the Chancellery and the Paul-Löbe-Haus. After that, this should become a public place with various cafes, galleries and shops and the area within the Spreebogen should experience a certain vitality.

In 2018, the responsible Berlin Senate Department for Urban Development initiated a change to the development plan, whereby the actually provisional street layout on the area of ​​the citizens' forum is permanently fixed and thus prevents the structural implementation of the original design. This is justified u. a. through increased security requirements. The lack of a citizens' forum and, in particular, an inadequate public discourse about the urban development function of the place is heavily criticized in the professional world.

All above and underground north-south traffic axes in the area around the Spreebogen lead exactly through the area for the citizens' forum. In the underground there the three so-called bundle Tiergartentunnel : The Tunnel Tiergarten Spreebogen , the tunnel north-south mainline and the tunnel of the subway line U55 . For the Bundestag underground station located at this point, preliminary construction work for direct access to the citizens' forum was already taken into account. Due to the subterranean shift of the main traffic flows, only a small amount of occasional and urban bus traffic remains above ground , so that the location is essentially reserved for pedestrians.

Contrary to the original plans, it was not possible to completely displace road traffic above ground. The road to bypass the Swiss embassy, ​​which was provisionally laid out during the construction of the federal ribbon, cuts through the Spreebogenpark and the citizens' forum and prevents the completion of planned routes. A dismantling of the road has so far failed - contrary to the originally agreed traffic planning - due to security considerations on the part of the Bundestag and the Federal Chancellery. Talks between the state of Berlin and the federal government on a compromise initially failed in 2008. It was only in 2018 that agreement was reached on a new compromise proposal, which includes the dismantling of the bypass road at the Swiss embassy and blocking the road at the Federal Chancellery for through traffic. On the other hand, the initially provisional road over the citizens' forum will be permanently retained as a replacement for the blocked passage in front of the Paul-Löbe-Haus.
