The Paul-Löbe-Haus ( PLH ) is a functional building of the German Bundestag in the Berlin government district , which is located on the site of the former Alsenviertel on the southern edge of the Spreebogenpark . It is named after the President of the Reichstag and senior president of the first German Bundestag , Paul Löbe ( SPD ). The main entrance is on Konrad-Adenauer-Straße, which leads past to the west. Another entrance is on Paul-Löbe-Allee.

In 1992, an urban design ideas competition was launched for the Spreebogen area in Berlin. The first prize went to the architects Axel Schultes and Charlotte Frank with the guiding concept of the Band des Bundes , which includes the Federal Chancellery , the Paul-Löbe-Haus, the Marie-Elisabeth-Lüders-Haus and the unrealized citizens' forum . In the autumn of 1994 a realization competition was started, which the Munich architect Stephan Braunfels won with his design for the Paul-Löbe- and Marie-Elisabeth-Lüders-Haus.

The architecture of the Paul-Löbe-Haus and the Marie-Elisabeth-Lüders-Haus form a unit, for example the roof edges that match the Spree and the bridge that connects the buildings on both sides of the Spree . The architect of both houses describes the bridge as a "jump over the Spree". The connection of the buildings from east to west symbolizes the togetherness of East and West Germany (the Berlin Wall ran across the built-up area) and overrides the National Socialists' vision of a “ world capital ” - here characterized by a north-south axis Germania ".

The foundation stone for the new Bundestag building laid on 28 April 1997, the then President of the Bundestag Rita Süssmuth on the eastern Spreebogen. The Paul Löbe House was opened in 2001.

On July 24, 2019, the 109th session of the 19th German Bundestag took place in the Paul-Löbe-Haus , during which Annegret Kramp-Karrenbauer was sworn in as Federal Defense Minister. The session took place during the parliamentary summer break because renovation work was being carried out in the plenary hall of the Reichstag building at the same time .

The building contains 1,700 rooms and 61,000 m² of main usable space. It primarily serves to accommodate functional areas that require proximity to the Reichstag building for the parliament to run smoothly. These include 550 offices for 275 MPs , 21 meeting rooms for the committees and around 450 offices for the committee secretariats as well as a restaurant for MPs, employees and visitors. The central visitor support is also housed here.

Since May 2001 there have been two direct crossings from the Paul-Löbe to the Marie-Elisabeth-Lüders-Haus via the Marie-Elisabeth-Lüders-Steg . In addition, the government district supply tunnel connects the Paul-Löbe-Haus with the Marie-Elisabeth-Lüders-Haus, the Jakob-Kaiser-Haus and the Reichstag building .

In one of the northern courtyards there is a room installation by the artist Franka Hörnschemeyer . All other side courtyards are also occupied by art-in-building work , many of which characterize the spacious central hall that cuts through the entire building. The neon-lit colored ribbons by Francois Morellet as well as the text ribbons by Joseph Kosuth embedded in the floor of the hall deserve special mention. A large work by Helmut Federle hangs in the Europa Hall .
