BIWAPP (acronym for Bürger Info- & Warn-App ) is the regional warning and information system of many municipalities in Germany. It is used in cities and counties to warn their citizens about acute dangers, risks and local restrictions via mobile phones . Fire services and disaster relief workers were involved in the development . The warning categories include bomb Fund , chemical accident , fire, flood , landslide / avalanche , major incidents , severe weather , traffic accidents , canceled classes and event of an epidemic . BIWAPP users also receive the national warnings from the Federal Office for Civil Protection and Disaster Relief (BBK) as well as the severe weather warnings from the German Weather Service (DWD).

BIWAPP only sends official warnings and urgent messages from the responsible authorities, institutions and control centers. In 2015, the Heidekreis was the first district in Germany to introduce the warning app. Currently, more than 45 independent cities and districts nationwide use BIWAPP to inform their population (as of December 2018).

BIWAPP is web-based. The disaster relief workers and local authorities receive individual access with personal authorization. You are therefore independent of location. Online access is sufficient for you to send warnings and breaking news. The installation of special software in the control centers for fire protection, rescue services and disaster control of a municipality is not required.

The warning area can be delimited with polygons down to the desired geodetail (e.g. individual streets). In this way, the municipalities and disaster relief agencies can precisely identify the danger area in a different way than when delimiting them by postcode .

A data connection ( WiFi or mobile) is required to use BIWAPP and to receive breaking news via the warning app .

Notifications

The breaking news from the municipalities can be received and displayed in various ways.

  • App: The user receives the warning directly via the warning app installed on his mobile phone.
  • SMS: Warnings can be sent as push messages via SMS if the municipality offers this option.
  • Web widget: The breaking news from a municipality can be integrated into an existing website as a web widget . In this way, the warning messages can be integrated into the official websites of cities, counties, fire departments and disaster relief agencies.
  • Share: Users can use the "share" function to forward breaking news directly to relatives, friends and acquaintances.

More functions

  • Individual settings: The user can individually define his warning areas, the desired subject areas (warning categories) and the method of notification.
  • Emergency call function: For individual emergencies , BIWAPP offers a help call function with automatic detection of the location ( location function ).
  • Guard function: When the guard function is activated, users also receive warnings far away from their home location for their current whereabouts, provided that BIWAPP is used by the authorities in this area.

Alternatives

In Germany there are two warning apps, BIWAPP and KATWARN, for regional and local warnings. The cities and districts decide independently about the choice of their official warning app. The warning apps are a mobile supplement to warnings via the radio, online, by sirens and loudspeaker announcements. Warning apps allow continuous topicality and extensive depth of detail.

The federal government is responsible for disaster warnings of national importance and operates its own warning app with NINA . The technical starting point for NINA is the federal modular warning system ( MoWaS ). This is operated by the BBK for nationwide civil defense warnings. BIWAPP has an interface to the MoWaS system. All messages that are sent in NINA are also published in BIWAPP.

Since February 2019, the official warning messages of the three systems have been shared among each other and distributed in parallel.
