Friedrich Bernhard (Bernd) Wunder (born August 30, 1938 in Düsseldorf ) is a German historian , professor of modern history , author and editor .

Life

Miracle was in 1968 with his thesis on the subject of France, Württemberg and the Swabian district during clashes over the reunions (1679-97) at the University of Tübingen Dr. phil. Doctorate and 1974 with his habilitation thesis Privileging and Disciplining. The emergence of the civil service in Bavaria and Württemberg (1780-1825) qualified as a professor at the University of Konstanz .

In 1977 he was appointed professor at the University of Konstanz. Until 2003 he taught modern history in the history department of the Philosophical Faculty of the University of Konstanz. His main research interests are the history of Franco-German relations as well as the constitutional and administrative history of the modern era .

He has authored a number of specialist books and was among other things co-editor and co-founder of the yearbook for European administrative history .

Bernd Wunder comes from a well-known family: He is the son of the librarian Gerd Wunder and the brother of the trade unionist Dieter Wunder .

Research priorities

Wunder examines the emergence and change of the professional civil service in the entire public service up to the 1980s. Initially originated in Bavaria, the professional civil service prevailed as a new, artificial state until after the revolution of 1848. This initially very closed class expanded considerably in the Bismarckian Empire, changed in its social composition and developed into a profession. The time after the First World War until 1945 was mainly determined by loyalty problems. After 1945, the concept of civil service was further weakened: the reservation of function fell away, party political activity and patronage of office endangered neutrality, the performance principle was broken by the career principle. Wunder therefore comes to the conclusion that the special status of public service law is no longer justified and advocates “sectorally differentiated service law”.
