Bernhard Schramm (bank manager)

Bernhard Schramm (born September 27, 1924 in Eisenach ; † September 24, 2016 in Bad Honnef ) was a German bank manager and from 1980 to 1989 President of the Federal Association of German Volksbanks and Raiffeisenbanks (BVR).

Professional background

Bernhard Schramm completed a secondary school diploma during the Second World War and in the early 1950s studied economics with a focus on cooperatives in Marburg. In 1954 the first professional position followed in the German Cooperative Association (DGV, today the German Cooperative and Raiffeisen Association ). He became senior councilor in the Federal Ministry of Economics under Ludwig Erhard and later managing director of the Association of Banks and Bankers Rhineland and Westphalia (today the North Rhine-Westphalia Bankers Association). In 1970 Schramm moved to the board of directors of the DGV and in 1972 became a member of the board of the newly founded Federal Association of German Volksbanks and Raiffeisenbanks.In 1975 he was appointed chairman of the board of the Deutsche Genossenschafts-Hypothekenbank in Hamburg (DG HYP, now DZ Hyp ). In 1980 Schramm became President of the BVR and Chairman of the Board of Directors of DG Bank Frankfurt a. M. (today DZ Bank ). In addition, there were other mandates in the cooperative banking organization.

Association policy

From his time as a board member of the DGV, Bernhard Schramm played a key role in merging the two cooperative groups ( Schulze-Delitzsch DGV and Raiffeisen DRV ). The reorganization of the associations was an important, fundamental step for the consolidation and modernization of the cooperative banking group.

Later, as President of the BVR, Schramm oriented the wide-ranging, decentralized cooperative organization more and more according to market economy and thus competition-relevant principles.

During his tenure, Schramm was primarily concerned with achieving a complete integration of all cooperative institutes, associations and network institutions. For this he also actively used his mandates in the cooperative organization. In the last year of his term of office, 1989, the so-called Verbund Convention was passed. This convention was the guideline for further consolidation of the cooperative banking sector as well as for intensifying cooperation with the cooperative central banks and affiliated companies. This process with the mergers of the data centers and central banks was largely completed at the beginning of the 21st century.
