The Bildungslandschaft Altstadt-Nord (BAN) is an educational landscape in the Cologne district of Altstadt-Nord and has been a registered association since 2014. The BAN is a cooperation project between the city of Cologne, seven educational and leisure facilities and the Montag foundations from Bonn . It is also the only educational landscape in North Rhine-Westphalia .

The central concern of the non-profit association is to improve the educational opportunities of all children, young people and adults who visit its facilities. The initiators of the BAN project want to work towards successful educational conditions on site in the long term and improve the district's status.

The educational landscape and its important places

Participatory and public events have been open to all interested parties since the beginning of the project: these include urban planning workshops and idea conferences, in which, among other things, the pedagogical development is promoted.

location

The Altstadt Nord educational landscape is located in the center of Cologne. The cathedral and main train station , Ebertplatz and Eigelsteintorburg , Hansahochhaus and Mediapark are nearby. In the center of the area is the Klingelpützpark , a park with an important recreational function for the area. The facilities are grouped around this park. Most of them are in a poor structural condition or need to be expanded.

At the beginning of the project, the BAN consisted of the Hansagymnasium , the evening high school , the youth center tower of the KSJ , the youth and leisure facility Klingelpütz as well as the primary and secondary school on Gereonswall. In 2010 the Realschule am Rhein and the Freinet-Schule-Köln were added after the facilities on Gereonswall no longer accepted enough students. Since 2014, a Froebel kindergarten has been planned to replace the Gereonswall schools. At the same time, the city of Cologne is a project sponsor and the Montag Foundation for Youth and Society from the Montag Foundation for Urban Spaces in Bonn is a cooperation partner. A planning advisory board has existed since 2008; A project office was opened at Vogteistraße 17 the following year.

Due to insufficient registration numbers for the 2009/2010 school year, the existing primary and secondary school on Gereonswall could not be continued. The city of Cologne decided to keep the two school locations. In October 2010, the Célestin-Freinet elementary school and the secondary school on the Rhine were added. The two schools will move into the now unused space.

In order to work out a joint development concept, an urban planning workshop process was carried out from February 2008 to September 2008, in which different development options were publicly discussed. At the end of the competition, the jury decided on the - from their point of view - best idea. This was discussed controversially among the residents, which led to the establishment of a planning advisory board. In the same year the first ideas conference was held.

Educational goals

Under the motto “Open doors for meaningful learning”, the educational institutions and project partners involved have agreed on essential, unifying educational goals and approaches. Diverse projects are intended to create learning opportunities that go beyond the traditional school subject areas and separate educational programs and address those topics that are important to young people. Children and young people should be given the opportunity to learn from content relevant to them, to acquire things independently and in a self-organized manner, across disciplines or in a cross-disciplinary manner and through different experiences.

The cooperation is intended to facilitate the transitions within the individual's educational path (day care center, elementary school, secondary school) and thus ensure that children can learn together for longer in an educational chain that is becoming increasingly seamless. This affects around 2,000 children (as of 2009), adolescents and students who are in the facilities during the day and are looked after by around 140 teachers. The concept of the educational landscape formed in the pedagogical discussion of the early 21st century was ideally suited for the closely spaced facilities around the Klingelpütz Park. In this way, the transitions from kindergarten, elementary school and secondary schools can be facilitated; Cross-school projects can be implemented better.

A podcast project was carried out from 2008 to 2010. From 2010 to 2011 the music project sCOOLhits was held. Other major projects in the past were, for example, the art project Art Special , the Journal der Bildungslandschaft, in 2014 the UrBANe Tanzlandschaft and the poetry slam series Slam am Ring . In addition, there are two major events every year, which are organized by all institutions of the Bildungslandschaft Altstadt Nord together: the Summer Cup (sports festival) and the ideas conference. Based on the ideas conference, BAN children and young people initiate further projects every year.

history

In 2006 the project of the educational landscape Altstadt Nord officially took off. The cooperation agreement was signed a year later and the work of the committees began.

In 2008 the BAN was included as a model project in the national urban development policy. Associated with this is a deepening of the conceptual educational development as a network. In the same year, children and young people started joint projects. In 2009 the first issue of the project journal was published.

On September 14, 2010, the City Council of Cologne decided in favor of realizing the North Old Town educational landscape and approved funds of EUR 75 million for the planned construction measures. The majority of the school committee had previously welcomed the submission for the project. Head of Education, Agnes Klein, is committed to the rapid implementation of the plans for the “flagship of education in Cologne”, as the educational institutions around the Klingelpützpark are in urgent need of renovation. In contrast to the Council decision of 2006, the costs include the general overhaul and renovation of all schools in the educational landscape.

The urban development committee of the city of Cologne decided on April 3, 2014, by a majority against the CDU parliamentary group, the disclosure according to § 3 paragraph 2 of the building code of the development plan draft 66458/12 with the working title Bildungslandschaft Altstadt-Nord .

On August 25, 2015, Lord Mayor Jürgen Roters and founder Carl Richard Montag broke the first sod on Gereonstrasse for the Froebel kindergarten and secondary school on the Rhine, which will be relocated here.

On July 30, 2020, the city of Cologne announced that the first buildings in the educational landscape had been completed. In August 2020, the Freinet School can move into the primary school on Gereonswall. The day care center will be occupied by September 2020.

criticism

An educational science expert, Dieter-Jürgen Löwisch , who was not involved in the project , accused the underlying educational concept of "unsubstantiated eclecticism" and criticized its lack of rigor. The association of education with aesthetic nature, which is common in the Montag foundations, is purely arbitrary.

The citizens' initiative Klingelpützpark expresses criticism of the spatial design of the project Bildungslandschaft Altstadt Nord in Cologne and speaks out in particular against the development of the Klingelpützpark by the educational landscape Altstadt-Nord. For example, the Klingelpützpark was transferred to the city of Cologne by a donation agreement between the state of North Rhine-Westphalia and the city of Cologne of April 17, 1958, with the condition that an inner-city recreational area was to be created and maintained. The partial development associated with the educational landscape means a conversion contrary to the contract and a considerable limitation of the local recreational value of the park, which is popular with the residents. The expansion of the spatial design of the educational landscape Altstadt-Nord into the park is also not necessary in view of the structural possibilities on the adjacent areas of the existing educational institutions. The Klingelpützpark citizens' initiative also criticizes the late start of public participation in the spatial planning of the educational landscape. The Cologne project is fundamentally wrong, as participation initially took place exclusively between actors from the education sector. Environmental concerns and the interests of the citizenry remained hidden. The initiative also criticizes the fact that the city of Cologne has made itself dependent on the Monday foundations. The resolution submitted to the Cologne Council for a decision for September 2010 contains indications that the Montag foundations would have stopped their funding had there been further delays in implementation. The cost explosion before the start of construction would be at the expense of other needy schools in Cologne.
