The Inland Shipping Tasks Act (BinSchAufgG) is an essential legal basis for inland shipping on German federal waterways . Among other things, it specifies the conditions under which a permit is required to drive on federal waterways (Section 2).

The BinSchAufgG replaced a number of scattered federal and state regulations. As state law, pre-constitutional regulations that originated from the 19th century, such as the Weser Shipping Act of September 10, 1823 ( PrGS. 1824 p. 25), continued to apply .

Regulatory content

Unlike the Inland Shipping Act , which regulates private law , the BinSchAufG organizes administrative structures , responsibilities and powers to intervene in the area of ​​inland shipping. In addition, it issues, among other things, requirements on the keeping of administrative offense files as well as on the collection and management of data on inland waterway vessels (Section 9), small vehicles (Section 12), certificates of competency for vehicle drivers (Section 13) and service records (Section 14). The BinSchAufG also contains extensive ordinance and transfer authorizations (Sections 3–3e) as well as regulations on fines (Section 7) in a range of up to 25,000 euros .
