Robert 'Bobby' Samuels is a tough Interpol agent who is supposed to stop the arms and drug trafficking in the Balkans with an Eastern European task force . While they are monitoring a Russian arms dealer in Bucharest , Samuels and his team are embroiled in a bloody gang war between a gang of Gypsies and the Russians that kills one member of the team. Driven by a desire for revenge, Samuels decides to put an end to the gangs' criminal activities.
