The Campo de Cebada (German translation: Gerstenfeld ) is an urban space on the Plaza de la Cebada in the La Latina district in the center of Madrid (Spain). The square was created after the multi-purpose sports facility in La Latina was demolished and borders one of the largest supply markets in Madrid, the Mercado de la Cebada .

The Campo de Cebada project was born through the work of volunteers; it tries to generate a new form of urban space in which the place is opened up in a participatory way. Decisions that affect this area are not made by an authority alone, but are openly discussed by the largest possible number of interested people who participate in the project. In this sense, every individual is allowed to participate in the project, to contribute and to change it.

The Campo de Cebada is an urban project that develops in active collaboration with the number of its representatives. The authorship of the project is mixed between the people who approve the project, those who build it, those who promote, enliven and advance it, those who discuss and debate it, those who think about it and those who use it.

location

The Campo de Cebada is formed at the top of a vacant lot in the Plaza de la Cebada in Calle Toledo.

It is located in the center of La Latina, one of the most popular and authentic districts of Madrid, which is also one of the most touristic and liveliest areas of the city. The quarter has a special symbolism due to its historical and social significance. Nevertheless, it also embodies an area with major deficits in terms of public lounges, green areas and sports equipment.

Emergence

In 2009, the city of Madrid demolished the municipal multi-purpose sports hall and swimming pool in La Latina, with a plan to build a new facility. This destroyed one of the few equipped public areas in the center of Madrid. The immediately following economic crisis paralyzed the construction of the new facility and instead of a sports center, an empty concrete area of ​​2300 m² was created. The vacant lot , to be regarded as programmatic emptiness, was from then on, hidden behind a fence.

The vacancy of the area at that time reflected a crisis in dealing with public areas, their administration and representation, as well as the problem of sample designs. These political changes in contemporary society demanded new developments for the streets and squares of the city.

In September 2010, the walls of the site were opened for a temporary installation , constructed by the Exyzt collective and curated by the Basurama collective , as part of the cultural initiative Noche en blanco (English: Night in White), opened for two weeks. The “City Island” project created a swimming pool and thus a new public place to stay, with which the old use of the construction area could be temporarily regained. During this period, the space was taken back by the citizens of Madrid and criticism of the short-lived use of the area developed.

Ultimately, the Campo de Cebada emerged from the will and voluntary work of the local residents, who demanded an attractive, urban lounge area. As a spontaneous association of citizens, developed through the controversy about the ephemeral use of the property, they wanted to sow a symbolic field of barley and cultivate new ideas for the quarter. The Campo de Cebada was designed as a new form of activation of the property, but should not exist as an autonomous area, but rather require the participation of as many people as possible. The idea was to develop the course with democratic and participatory means. The approach should consider what is available and refer to suggestions from all interested and participating representatives of the location.

Since the Campo de Cebada proposal, a large number of representatives has quickly built up, initiated by the neighborhood and the residents of the La Latina district. From the beginning, a connection with the administration of Madrid, which granted the permission for the urban project, was sought for the use of the vacant lot as a test area. The special thing about the development of the project is that every interested person can contribute and contribute and that decisions are not made by the authorities alone. Due to this plural concept, a cooperation of neighborhood associations, other organizations and collectives, as well as the city administration arose and still exists.

The Campo de Cebada project starts in October 2010 and develops through volunteer work by local residents and interested parties.

With the expansion of the project, the Madrid administration will transfer the location on February 18, 2011.

Since December 2011 subsidies have been made by the city of Madrid.

The Campo de Cebada continued to develop through the voluntary work of local residents, neighborhood associations and architecture collectives. After the site had been handed over and the city of Madrid had given permission for its free design, efforts were made to develop strategies for improving the public outdoor space. In this sense, the main aim of the project was to build complexity, actively participate, resolve conflicts and meet today's needs. The citizens themselves should take responsibility for the location.

The development of the Campo de Cebada developed in the course of the project from a small membership, through the development of programs and events, the publication and communication of the project in oral and digital form, to a large community of interests.

For this purpose, the development of workshops and workshops was used to design tools that make the Campo de Cebada a space that can be changed in its freedom and in which everyone can design the furnishings they want. A football and basketball field was created to meet the residents' actual request for a new sports facility. In addition, shared raised beds and a room for theater and cinema events were created. The place developed into a digital, equipped, public space with storage areas, sanitary facilities, water places, lighting, electricity and free WiFi connection. In this context, all changes and progress have been and are digitally recorded, documented and made publicly accessible. This made it possible to replicate the project, with the possibility of being duplicated at any other location in the city.

Partners and employees

The number of participating representatives cannot be determined or quantified, as every interested individual is free to participate in the project and to see himself as a partner in the project.

However, the Campo de Cebada project was initiated and promoted in particular by the neighborhood's neighbors, federal neighborhood associations in the area, such as the FRAVM (Federación Regional de Asociaciones Vecinales de Madrid), the AMPA (Asociación de Madres, Padres Y Alumnos) or the AVECLA ( Asociación de vecinos de La Latina), architectural collectives, representatives who have developed and carried out events and cultural activities, universities and the staff of the administrative headquarters of the City of Madrid.

Internal organization

The internal organization, the construction of the area and the sensitive network of the Association of Campo de la Cebada are still divided into weekly meetings on site. In these assemblies, conventions are formed that decide which projects are to be implemented, information is provided on all happenings around the square and schedules and programs are drawn up. The meetings are open and accessible to everyone and the projects and activities to be implemented are discussed.

budget

It is very difficult to draw up a complete budget for the Campo de Cebada project. From September 2010 to December 2011, the maintenance of the place was carried out by the self-administration of the neighborhood and its participants.

Since December 2011, funds from the city of Madrid totaling 40,000 euros have been made available.

In addition, there are the incalculable expenses of the voluntary organizations and administration of the place, as well as the establishment of an orderly control structure of the events and the necessary care and maintenance.

Today's development

Today different parties are driving the Campo de Cebada project. On the one hand, there are collaborations with other associations and groups in the district, including the AVECLA (Asociación de Vecinos del Centro la Latina), AMPAS (Asociación de Madres, Padres y Alumnos) and the FRAVM (Federación regional de Asociaciones Vecinales de Madrid). On the other hand, through the integration of all interested people, there is a large number of people who want to take on the location and take part in it.

In addition, new development plans for the square are currently being drawn up by the city of Madrid. These plan to build a new sports center on Campo de Cebada.
