Carlo Amedeo Giovanardi (born January 15, 1950 in Modena ) is an Italian politician . He was Vice-President of the Italian Chamber of Deputies from 1998 to 2001 , Minister for Relations with Parliament from 2001 to 2006 and Senator from 2008 to 2018 .

Life

Giovanardi has a law degree and is admitted to the bar. In 1969 he joined the Democrazia Cristiana . For this he was councilor in Modena and later chairman of the parliamentary group in the regional council of Emilia-Romagna . In the parliamentary elections in 1992 he was first elected to the Camera dei deputati .

When the DC split in January 1994, he joined the Centro Cristiano Democratico (CCD) led by Clemente Mastella and Pier Ferdinando Casini , which cooperated with Silvio Berlusconi's Forza Italia party . On the joint list of Forza Italia and CCD, Giovanardi was re-elected in 1994 . From May 1995 until the early end of the legislative period in May 1996, he was group leader of the CCD. From November 1998 to May 2001 he was one of the four vice-presidents of the Chamber of Deputies.

In the 2001 general election , Giovanardi won the direct mandate in the constituency of Lecco . In Berlusconi's second and third cabinets , he served as Minister for Relations with Parliament from June 2001 to May 2006. In 2002 the CCD merged with the Christian Democratic CDU to form the Unione dei Democratici Cristiani e di Centro (UDC), to which Giovanardi subsequently belonged. During the 2006-2008 legislative term, he chaired the Prosecution Committee and the Parliamentary Prosecution Committee.

In the run-up to the 2008 parliamentary elections , the UDC left Berlusconi's center-right alliance Casa delle Libertà and announced an independent candidacy as Unione di Centro under Casini's leadership. Thereupon Giovanardi resigned from the UDC and founded the party Popolari Liberali (PL) in February 2008 . This ran in the parliamentary elections in April 2008 on the list of Berlusconi's new center-right rallying party Il Popolo della Libertà (PdL). In this election, Giovanardi was not elected to the Chamber of Deputies, but to the Senate. There he sat in the PdL parliamentary group. Berlusconi then appointed Giovanardi as State Secretary in the Presidency of the Council of Ministers with responsibility for family and drug policy and community service. He held this position until the resignation of the Berlusconi government in November 2011. In March 2009 Giovanardi joined the PdL and converted the Popolari Liberali into an inner-party current (corrente) of the PdL.

In the 2013 general election , Giovanardi defended his Senate seat. When the PdL in November of the same year split, Giovanardi came to New Center-Right of Angelino Alfano on. In November 2015 he founded the liberal-conservative small party Identità e Azione (IDeA) together with Gaetano Quagliariello . He did not run for the 2018 parliamentary election .
