Parliamentary elections in Italy 2008

The elections for the 16th legislative period of the two houses of the Italian Parliament took place on April 13th and 14th, 2008 . Berlusconi's party alliance won in both chambers (see below); Berlusconi formed the Berlusconi IV cabinet (May 8, 2008 to November 16, 2011).

initial situation

After a loss of confidence in Romano Prodi's government in the Senate on January 24, 2008 and the unsuccessful efforts of Senate President Franco Marini to form a transitional government (January 30 - February 4, 2008), President Giorgio Napolitano dissolved both chambers of parliament on February 6, 2008 and announced early elections. Since the two political camps could no longer agree on reforming the often criticized electoral law through a non-partisan provisional cabinet after the end of the second Prodi government , the 15th parliamentary term ended as the shortest in post-war Italian history after just under two Years. For reasons of cost savings also initially forthcoming in early summer local elections were brought forward and two politicians and the media as Election day election days designated (13-14. April) merged with the parliamentary elections.

The elections for the Chamber of Deputies and the Senate were no longer contested by the two political camps as a compact camp election campaign like in 2006. While two years ago they were still trying in the blocks of Casa delle Libertà (center-right) and L'Unione (center-left) to To get as many votes as possible with the broadest possible alliances, this time the strongest parties broke away from their respective alliances in order to avoid having to compromise with the many small parties. After Walter Veltroni , the leading candidate of the largest center-left party, Partito Democratico , announced that he would be parting with his left-wing allies, the L'Unione , and entering the race with an individual list, Silvio Berlusconi felt compelled to take a similar step: Off His Forza Italia , the Alleanza Nazionale and some splinter parties, he formed the Popolo della Libertà (PdL) list, with the option of a later amalgamation to form a large collection party. The Lega Nord , which only appeared in the north, entered into an electoral strategic alliance (a list connection) with the PdL without direct participation. No agreement Berlusconi could contrast with the UDC of Pier Ferdinando Casini achieve that with the end of January from her split Rosa Bianca formed a joint list of the political center. Survey

A few months before Prodi's resignation, the center-right camp around Silvio Berlusconi was in the favor of the electorate: According to the opinion research institute IPSO, after the outbreak of the government crisis, with around 56% of the votes, it had a lead of 10-15% over Prodis Mitte left coalition (at 43-44%). Subsequent surveys by IPR Marketing, however, showed a gradual reduction in the gap to 8% (52.5% center-right versus 44.5% center-left), which was primarily due to the "effetto Veltroni", the willingness of the popular Walter Veltroni was declared the top duel with Berlusconi. A survey by the same institute published on March 3, 2008, which took into account the latest lists and alliances, came to the following result: PdL-LN-MpA: 43% (corresponds to 38% + 4.5% + 0.5%), PD -IdV: 36% (corresponds to 32% + 4%), Sinistra-Arcobaleno: 7.5%, UdC: 7%, La Destra: 2.5%, PS: 1.5%.

According to the last surveys before the general ban on publication of forecasts (from March 29, 2008) the following picture emerged: PdL-LN-MpA: 43.3 - 46%, PD-IdV: 35.5 - 39.1%, Sinistra-Arcobaleno: 6.0 - 7.8%, UdC: 5.1 - 7.7%, La Destra: 2.0 - 4.0%, PS: 0.7 - 2.3%, others: 0 , 5-3.4%.

Results

On April 13, 2008, according to official figures, voter turnout until 10 p.m. was 62.728% and has thus fallen compared to 2006 - at that time it was 66.643%. The polling stations closed at 3 p.m. on April 14. Overall, participation on both days was 80.456% in the House of Representatives elections and 80.507% in the Senate elections, which corresponds to a decrease of around 3%.

According to the preliminary final result, Berlusconi's electoral alliance PdL - LN - MpA clearly won in both chambers over Veltronis PD - IdV, in the Senate with a margin of 9.3% (47.3% compared to 38.0%) and in the Chamber of Deputies with 9 .2% lead (46.8% versus 37.6%). Bertinotti's La Sinistra - L'Arcobaleno , which missed re-entry into both chambers with only 3.1 / 3.2%, while the Christian Democratic UdC with 5.6 / 5.7% made it into the Chamber of Deputies as well in Sicily also makes it into the Senate (with 8.7% there). In particular, Berlusconi's alliance partner in the northern Italian regions, the Lega Nord , which received 8.3 / 8.1% of the votes nationwide, almost doubled its result (2006: 4.6 / 4.5%).

Walter Veltroni congratulated Berlusconi on his election victory by telephone and publicly admitted his own defeat.

Due to the ongoing investigations by the public prosecutor's offices in Reggio Calabria and Rome on suspicion of fraudulent voting on 50,000 ballot papers from Italians living in South America, the counting of the votes of Italians living abroad and thus the announcement of the official final result has been delayed. Forza Italia Senator Marcello Dell'Utri and a clan of the Calabrian 'Ndrangheta are said to be involved in the election fraud scandal.

Contrary to the national trend, the majority of Italians in the European constituency voted for the Partito Democratico. The pan-European voter turnout was a low 35.407%. In Germany, the Popolo della Libertà was again able to gain a clear lead. The following tables only show those parties that have received mandates in the European constituency.
