Charles D. Nottingham

Charles "Chip" Denmead Nottingham (born September 23, 1965 in Washington, DC ) is an American lawyer. From 2006 to 2009 he was Chairman of the American regulatory authority Surface Transportation Board .

Life

Charles D. Nottingham studied at Wesleyan University in Middletown ( Connecticut ) and received his Bachelor of Arts degree in 1989 . He received his Juris Doctor from the George Mason University School of Law in 1994 . He is admitted to the Virginia bar .

After completing his studies, he worked from 1995 to 1996 as an advisor to the Republican Congressman Thomas M. Davis and then headed its staff until 1997. In the same capacity he worked from 1997 to 1998 for the MP Bob Goodlatte . He was then Deputy Secretary of Transportation for the state of Virginia until 1999 . He then worked until 2002 as the Transportation Commissioner and Chairman of the Virginia Transportation Board. He was the chief executive of the Virginia Department of Transportation's 10,000+ employees, with an annual budget of more than $ 3 billion. In 2002 he was an advisor to the House Reform Committee. He was then an Associate Administrator of Policy and Government Affairs for the Federal Highway Administration . During his tenure, he was jointly responsible for the legislative process of deregulating laws in the transport sector.

In June 2006 he was nominated by George W. Bush to chair the Surface Transportation Board and for the vacant seat of Roger Nober . After his confirmation by the Senate, he took office on August 14, 2006, replacing W. Douglas Buttrey . On March 12, 2009, he gave up the chair. During his tenure, the procedures for determining the cost of capital of the railway companies were revised, the procedures for disputed tariffs were streamlined, revised and made more transparent. In addition, the controversial antitrust exemptions for truck transports were eliminated. After the regular end of his term on December 31, 2010, he remained a member of the Board until March 18, 2011, when his successor Ann D. Begeman was nominated.

He has been working as a consultant and specialist lawyer since 2011.

Charles D. Nottingham is married with two children.
