Ann Dawn Begeman (born April 18, 1964 in Sioux Falls ( South Dakota )) has been a member of the governing body of the American regulatory authority Surface Transportation Board since 2011 and head of the agency since 2017.

Life

Ann D. Begeman grew up as the daughter of a teacher and a farmer on a dairy farm near Humboldt , South Dakota. She attended West Central High School until 1983 . In 1986, she received a Bachelor of Science degree in business administration from the University of South Dakota . She then worked in the office of Republican Senator Larry Pressler until March 1988 . She then worked for First American Bankshares , Inc. in salary until July 1992 . This was followed by a renewed employment in the office of Larry Pressler until November 1994. Since Larry Pressler became chairman of the Senate Committee for Economics, Science and Transportation , she was on the advisory staff of this committee from November 1994 to January 2004, of which from January 2002 served as deputy director . During this time she worked on the Interstate Commerce Commission Termination Act , which created the Surface Transportation Board. Larry Pressler was not re-elected in 1996, the chairmanship of the committee passed to John McCain , for whom she worked from then on. In Senator John McCain's team, she was legislative director from January 2004 to May 2009, and from March 2007 to February 2008 provisional head of staff. She was also press secretary during McCain's 2008 presidential campaign. From May 2009 she was again employed by the Senate Committee and from August 2009 she was executive director.

On January 5, 2011, Ann D. Begeman was nominated as the Republican successor to Charles D. Nottingham for the Surface Transportation Board. On May 2, 2011, she began her term of office, which ended on December 31, 2015. Since no successor was appointed and she was not nominated in time, her term of office was extended to a maximum of December 31, 2016. On December 7, 2016, she was nominated again by Barack Obama for a term of office until December 31, 2020. The Senate's confirmation took place on December 9, 2016. With more than 20 years of experience in regulating the transport sector, she is one of the most experienced members of the board in recent years. Working with the Chairman of the Board Daniel R. Elliott III. turns out to be difficult, as he mainly makes sole decisions. Begeman was therefore repeatedly compelled to take different opinions on the decisions made. She has written 40% of all divergent opinions since the board was founded.

On January 25, 2017, she appointed President Donald Trump as acting head and on March 20, 2018 as regular head of the agency.
